Kaysville City is seeking written proposals from qualified, independent attorneys to serve as the City's Administrative Law Judge (ALJ) or alternate ALJ. The ALJ will act as a neutral hearing officer for employee grievances, personnel-related disputes, and land use appeals. This is a competitive procurement process for independent contractor services. The role involves conducting impartial hearings, maintaining neutrality, coordinating with City staff while preserving independence, maintaining confidentiality, and issuing written findings within 45 days of hearing conclusion. An alternate ALJ may be selected if the primary ALJ is unavailable or has a conflict. The appointed individual(s) will serve for a two-year term with no limit on reappointments, subject to City Council approval. The selected ALJ will be an independent contractor, not an employee, and must maintain professional liability insurance.
