About The Position

This is a temporary exempt position with the Construction and Operations Support Team (COST) unit at the San Francisco Public Utilities Commission’s San Francisco Water Division (SFWD). Under the direction of the COST Manager, the 1822 Administrative Analyst will work directly with Asset Management Services, the Construction and Operations Support Team (COST), Facilities Operations, Construction and Maintenance, and associated groups to support planning and scheduling operations and maintenance of facilities, buildings and grounds, water distribution systems, and associated systems management software tools and equipment. Candidate will attain ability to demonstrate proficiency in the agency’s enterprise Computerized Maintenance Management System (CMMS), Customer Information System (CIS), Geographic Information System (GIS), financial systems software, Supervisory Control and Data Acquisition (SCADA), and other enterprise software systems.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university, and one (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
  • One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)
  • Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

  • Experience using a Computerized Maintenance Management System (CMMS), Customer Information System (CIS), Geographic Information System (GIS), financial systems software, business intelligence reporting tools, or similar systems and tools
  • Coursework or work experience in Water Resource Management, Water Utility Technology, Water Utility Science, Asset Management, Public Policy or related field
  • Knowledge of linear and vertical water utility assets and equipment, such as pipelines, pumps, motors, valves, meters, hydrants, reservoirs, tanks, instrumentation and monitoring equipment and controls

Responsibilities

  • Generate reports and perform analysis on key performance indicators related to operations, maintenance, and emergency response activities
  • Document and analyze historical performance and market trends
  • Perform analysis for budget development, resource planning and financial/fiscal reporting
  • Monitor the division’s compliance with regulations, policies, contracts and budget parameters
  • Perform statistical analyses and management reporting on operations and maintenance activities and capital projects
  • Assist in the research, development, and implementation of process improvements in collaboration with maintenance personnel
  • Provide technical support to implement electronic data collection tools and business process improvements
  • Support improvements to the division’s asset management business processes and procedures
  • Provide Automated Water Meter Program support
  • Perform other related duties as assigned
