About The Position

Under the direction of the Chief Financial Officer, this position serves as the main contact in the finance and billing departments. It provides management, leadership, consultation, direct supervision, and development functions to these areas. The supervisor will support the CFO, assist with projects, monitor department tasks, complete reports, provide guidance to staff, and serve as a resource to the Agency. This position also acts as backup for the CFO in reimbursement/billing and finance reporting and tasks.

Requirements

  • Bachelor’s degree required.
  • Minimum of 15 years’ experience in billing to third party billers.
  • Three (3) years’ experience working in the Public Mental Health field in an administrative role.
  • Minimum of ten (10) years’ supervisory experience.
  • Ability to perform several tasks/projects concurrently.
  • Excellent interpersonal skills.
  • Proficient with all Microsoft Office based programs including Word, Excel and Access database skills.
  • Proficient with EMRs.
  • Valid Driver’s license.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to define problems, collects data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Ability to write speeches and articles for publication that conform to prescribed style and format.
  • Ability to effectively present information to top management, public groups, and/or boards of directors.

Responsibilities

  • Develop and produce reports for agency programs as requested and assigned by the CFO.
  • Implement and coordinate billing/finance related projects in conjunction with the CFO, such as billing of third-party payers, encounters, and PQRS.
  • Stay up to date on all code, service, and payer information, communicate relevant information to applicable people, and act as a resource to staff and CFO.
  • Act as backup and assist with the validation and completion of audits/reviews/POC in the billing department (e.g., fee assessment review, compliance audit).
  • Assist with the preparation of rate configuration and ability to project cost/revenue for proposed programs.
  • Enter and/or update rate schedules in the Agency’s EMR as needed or appropriate.
  • Assist with training of department staff in areas of billing and finance, and job tasks particular to the position.
  • Maintain knowledge of MDHHS and Medicaid Standards, Recipient Rights, HIPAA, and Confidentiality Rules, and stay up to date on any changes.
  • Utilize knowledge of basic accounting procedures, statistical analysis, fiscal management, and reimbursement systems.
  • Participate in Agency and PIHP committees as directed.
  • Attend conferences and trainings as appropriate.
  • Manage subordinate staff, responsible for overall direction, coordination, and evaluation.
  • Carry out supervisory responsibilities in accordance with organization’s policies and applicable laws, including interviewing, training, planning, assigning, directing work, appraising performance, rewarding, disciplining, addressing complaints, and resolving problems.
  • Other duties as assigned.
