About The Position

Multnomah County is seeking an ADA & Leave Manager (HR Manager 1) to provide advanced management and operational oversight for our Leave of Absence and ADA Accommodation teams. In this critical leadership role, you will lead daily operations, support supervisor and employee advocacy efforts, and ensure continuous countywide compliance with evolving federal, state, and local laws (including FMLA, OFLA, Paid Leave Oregon, and the ADA). Serving as a strategic thought partner to executive leadership, labor representatives, and County legal counsel, you will drive equity, operational excellence, and standard-setting service delivery across the organization. Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Industrial/Organizational Psychology, or related field OR 4 Years of relevant work experience.
  • 3 years of dedicated experience leading Leave of Absence and/or ADA Accommodation programs, managing complex interactive processes, and developing leave and/or disability policy.

Nice To Haves

  • ADAC (ADA Coordinator Certification), Certified Leave Management Specialist , SHRM-CP/SCP, or PHR/SPHR preferred.
  • Experience in Human Resources, Leave of Absence and/or ADA processes within the public sector or within a unionized environment.
  • Deep understanding of Leave laws, the Americans with Disabilities Act, state leave and disability discrimination laws, the interactive process, and reasonable accommodation frameworks.
  • Demonstrated talent for building trust and aligning goals across invested partners.
  • Exceptional verbal and written communication skills with experience conducting sensitive interviews
  • Ability to evaluate high-complexity accommodation requests, assess undue hardship, and navigate job reassignment processes seamlessly.

Responsibilities

  • Plan, direct, organize, and administer the County’s Leave of Absence (FMLA, OFLA, Paid Leave Oregon, military leave, etc.) and ADA Accommodation programs and teams.
  • Continually analyze federal, state, and local regulations and County policies to maintain complete operational compliance.
  • Develop, implement, and maintain standard operating procedures, guidelines, and administrative controls to smoothly integrate regulatory changes into daily County operations.
  • Oversee complex leave and medical accommodation processing, ensuring consistency, strict confidentiality, and high-quality support.
  • Provide direct supervision, clear direction, and professional guidance to Leave and ADA team members.
  • Evaluate staff performance, balance caseload distributions, assign special projects, and assist staff with high-complexity inquiries.
  • Foster a collaborative, customer-centric, and supportive team environment; offer ongoing training and career development opportunities.
  • Offer expert guidance on complex leave scenarios, medical separations, and reasonable accommodations to County departments, HR partners, managers, and employees.
  • Represent the County on committees and work collaboratively with labor union representatives, County Legal Counsel, and executive management to resolve escalated concerns.
  • Investigate leave or accommodation complaints, pinpoint systemic barriers, and implement equitable corrective solutions.
  • Lead continuous improvement initiatives to enhance program efficiency, service delivery, and equitable outcomes countywide.
  • Evaluate program goals, objectives, and workflow efficiencies; design standard operating procedures and implement automated administrative controls.
  • Assist in creating, modifying, and rolling out countywide HR policies, procedural updates, and educational materials.
  • Participate in developing, administering, and monitoring Leave and ADA program budgets; justify resource and staffing recommendations.
  • Manage third-party administrators (TPAs) and vendors supporting leave and accommodation services; assist with contract interpretation, negotiations, and enforcement.
  • Forecast long-term staffing and programmatic resource needs to ensure timely budget submissions.
