About The Position

SAIC's Horizon program is seeking an Acquisition Support Specialist to provide support to the U.S. Space Forces mission of delivering warfighter capability via the Space Systems Command's Space Combat Power system program office. The Horizon program supports Government weapon systems program offices with subject matter experts that have a background with the Department of Defense major capability acquisition management. Horizon team members provide systems acquisitions and program management support on various capability development programs in the national security space and space control mission area. They manage programs throughout the full systems acquisition lifecycle to rapidly field warfighting capabilities.

Requirements

  • Subject matter expertise with the Department of Defense major capability acquisition management.
  • Experience with systems acquisitions and program management support on capability development programs in the national security space and space control mission area.
  • Experience managing programs throughout the full systems acquisition lifecycle.
  • Familiarity with DoDI 5000.02 / Acquisition Framework, and relevant DoD, AF, and local unit policies that pertain to rapid prototyping.
  • Experience in contract management and oversight.
  • Experience tracking contract performance across cost, schedule and performance baselines.
  • Experience developing reports that quantify progress against baselines.
  • Experience developing tools and trackers for project/program management.
  • Experience with program element coordination, staffing and monitoring.
  • Experience advising and assisting government customers regarding funding commitments, obligations, and expenditures.
  • Experience drafting and supporting delivery of program funding documentation and monthly financial reports.

Responsibilities

  • Develop acquisition strategies, request for proposals, source selection plans, engineering change proposals.
  • Review proposals, develop technical evaluations, and provide written recommendations for pre-negotiation memorandums.
  • Provide advice to Program/Project Managers regarding acquisition strategies, schedules, contracting, budgeting and execution, and project/program management and execution.
  • Prepare periodic status reports, coordinate and execute periodic staff meetings and technical interchange meetings, and develop acquisition plans, schedules, and executive program briefings.
  • Develop, draft, and coordinate overarching program planning and execution documents as prescribed by/tailored from DoDI 5000.02 / Acquisition Framework, and relevant DoD, AF, and local unit policies that pertain to rapid prototyping.
  • Provide technical and programmatic assessments of contractor design/milestone reviews to assess progress, risks and issues, and the ability to achieve mission requirements.
  • Perform contract management and oversight, track contract performance across cost, schedule and performance baselines and develop reports that quantify progress against those baselines.
  • Develop tools and trackers to enable enhanced project/program management.
