Advanced Decision Vectors, LLC (ADV) is seeking Acquisition Support and Financial Management Specialists to support the Air Combat Command, Acquisition Management and Integration Center, Counter Narco-terrorism and Global Threats division. This initiative will support the war fighter in the combating of narco-terrorism worldwide. The results and end products of this effort will be used to inform the senior leadership of United States Southern Command (USSOUTHCOM) on the execution, effectiveness, and potential improvements of the Counter Narcotics/Counter Transnational Organized Crime (C-TOC) program. The role involves providing services to support USSOUTHCOM SCJ8’s Counternarcotics, Planning, Programming & Resourcing Division (SCJ84) in developing, acquiring, evaluating, and initializing CN/C-TCO solutions, as well as executing funding and managing contracts to meet acquisition requirements. This includes supporting the development, acquisition, and deployment of counternarcotics requirements, financial execution, and assisting with audits and internal controls. The specialist will also assist in developing and executing acquisition strategies for equipment and services, managing various acquisition methods, and providing recommendations on requirement prioritization within fiscal constraints. Subtasks include developing contract scopes of work, justifications, and requests for procurement, recommending procurement processes, evaluating acquisition strategies for cost-benefit and efficacy, and coordinating with other agencies to ensure successful implementation and sustainment of acquisition strategies. The role also involves assisting with Fiscal Year Defense Program (FYDP) budgeting plans, understanding planning, programming, and budget administration principles, tracking requirements and budgets through financial systems, and conducting iterative tracking of progress against spends plans. Additionally, the specialist will coordinate USG interagency actions, capture programmatic data, track and report fiscal and contractual execution, and assist governmental program managers with planning, programming, budgeting, and execution processes. Specific subtasks include data research and analysis for various data calls, inputting data into web portals, providing updates on support provided to US and PN security forces, assisting in preparation for events and reviews, serving as a point of contact for logistics, providing financial data from various platforms, reviewing travel utilization, providing financial and program performance visualizations, optimizing and maintaining database legacy systems, troubleshooting data-related problems, maintaining real-time collaboration and communication platforms, managing taskers, and maintaining SharePoint portal applications. Auxiliary support to acquisition leads, including contract management and process improvement consultancy, is also required.
