About The Position

enGenius is seeking an Acquisition Policy Analyst to support a prospective Federal Client in Arlington, VA. This position is contingent upon contract award. The role requires an individual with hands-on experience in Research and Development contracting, acquisition policy, and procurement lifecycle management in a government environment. An Active Top Secret (TS) security clearance is required for this position.

Requirements

  • 4+ years of experience in contract management, acquisition policy, or procurement in a Department of War (DoW) or federal government environment.
  • Experience developing and implementing policy for Research and Development and services contracting.
  • Experience with procurement contracts, grants, cooperative agreements, or Other Transactions.
  • Experience managing acquisition documentation through the full solicitation lifecycle, from pre-solicitation through contract award.
  • Strong written and verbal communication skills with demonstrated ability to manage multiple concurrent acquisition actions under tight deadlines.
  • Bachelor's degree required.
  • Active Top Secret security clearance required. Must be in place at contract start date. Verification will be required.

Nice To Haves

  • Prior experience supporting acquisition functions at a DoW R&D agency such as Defense Advanced Research Projects Agency (DARPA) or Defense Information Systems Agency (DISA).
  • Experience supporting scientific review panels or proposal evaluation boards.

Responsibilities

  • Manage the administrative lifecycle for all Research and Development (R&D) acquisition activities from pre-solicitation through award, including Broad Agency Announcements (BAAs), Program Solicitations, Special Notices, Scientific Review Memorandums, and Requests for Information.
  • Prepare and route all required acquisition documents through the appropriate approval process, coordinating across the program office, Contracts Management Office, and Office of General Counsel.
  • Maintain the office-wide BAA and all current program documentation templates on both classified and unclassified systems; ensure all templates and Standard Operating Procedures are updated at least annually and upon personnel turnover or procedural changes.
  • Evaluate abstracts and proposals and prepare documentation outlining projected program budget allocation for each performer.
  • Manage all acquisition communications to ensure the solicitation process remains on schedule.
  • Track and analyze the acquisition lifecycle for all classified and unclassified acquisitions; identify process improvements and provide recommendations quarterly.
  • Develop and implement policy for R&D and services contracting, including procurement contracts, grants and cooperative agreements.
