About The Position

The Treasurer-Tax Collector (TTC) is seeking an Accounting Technician to join the General Accounting Unit in the Tax Collection and Administrative Services Division. This role is responsible for reconciling monthly Property Tax Fund Accounts, which are charged under the Property Tax Administration Cost (PTAC) framework to local government agencies. Property taxes collected are a significant revenue source for the County and over 200 local agencies. The incumbent may also process TTC Accounts Payable invoices and calculate periodic charges for services provided by the TTC to other County Departments or local government agencies. The TTC acts as the banker for the County of Orange and its School and Community College Districts, managing over $28 billion in pension funds and processing over $10 billion in public funds annually. The TTC has an annual operating budget of over $15 million with approximately 68 employees and mails over 1 million property bills annually totaling over $9 billion.

Requirements

  • Comprehensive skill in performing a wide range of financial and accounting duties, including complex recordkeeping functions and monthly reconciliation of accounts
  • Proficiency in Microsoft Excel and other Office Suite applications to prepare, analyze, and maintain financial data
  • Thorough knowledge of general accounting policies, procedures, and operational requirements, and applying them accurately to varied situations
  • Ability to review, analyze, and evaluate accounting documents prepared by others to ensure accuracy, compliance, and proper financial controls
  • Ability to perform a broad range of accounting functions, including preparing and reconciling reports, researching and resolving issues, and identifying and correcting discrepancies
  • Strong organizational and time-management abilities while researching issues, evaluating available information, and drawing logical conclusions to determine appropriate corrective actions
  • Ability to establish and maintain effective working relationships through clear, collaborative communication with coworkers, departments, external agencies, the public, and vendors, while demonstrating an understanding of the agency’s mission, functions, and goals
  • Ability to explain accounting processes, systems, and procedures in a clear and concise manner to individuals with no prior accounting background, using appropriate language and tact
  • Effective oral and written communication skills, including promptly informing supervisors of emerging issues and providing accurate, timely information

Responsibilities

  • Reconciling Property Tax Fund Accounts and preparing related financial adjustments such as allowance for bad debts
  • Processing TTC Accounts Payable invoices and auditing payment documentation
  • Calculating periodic charges to Departments and other local government agencies for non-property related receivable and collection services
  • Preparing fund account reconciliations, journal vouchers and cash receipts general ledger postings, and processing expense reimbursement requests
  • Receiving and processing in person or mailed property tax and other payments from taxpayers or customers and/or reconciling a cash drawer daily
  • Researching, analyzing and resolving complex accounting issues and discrepancies
  • Interpreting and applying complex policies, procedures, regulations, contracts, and agreements
  • Processing and reconciling property tax payments received through multiple payment channels using specific remittance and cashiering equipment, software applications, and payment processing systems, including not sufficient funds check payments.
  • Reviewing, verifying, and reconciling daily transactions to ensure accuracy and compliance with departmental accounting procedures
  • Researching, analyzing, and resolving discrepancies related to property tax payments, refunds, adjustments, and account balances.
  • Preparing reports or statistics containing financial or financial related information
  • Assisting with preparation of financial statements for audits and reviews by independent auditors
