About The Position

This position is responsible for leading and overseeing critical financial operations, cash management functions, banking activities, and staff development initiatives. This position provides direct supervision to accounting personnel by managing daily workflows, coordinating employee schedules, and ensuring adequate staffing levels to support operational needs. The supervisor is responsible for coaching, mentoring, and training employees, conducting performance evaluations, addressing performance concerns in accordance with organizational policies, and fostering professional growth and development within the team. A significant portion of the role involves monitoring daily activities within the North Carolina Financial System (NCFS) to ensure the timely and accurate processing of financial transactions. Responsibilities include reviewing and approving journal entries, processing Intergovernmental Organization (IGO) transfers from other state agencies, entering deposits, adjustments, and allocation journals, and overseeing Accounts Receivable activities. The position ensures that all financial transactions are properly documented, coded, and recorded in compliance with state accounting policies and procedures. The supervisor conducts detailed reviews of journals, deposits, and transfers, researches and resolves discrepancies, and helps maintain the accuracy and integrity of financial reporting. The position also serves as the primary contact for cash management activities, overseeing cash-related transactions, monitoring account activity, and ensuring compliance with established financial policies and procedures. Responsibilities include researching and resolving deposit discrepancies through detailed analysis of financial records and supporting documentation, coordinating with internal departments and external state agencies, and providing exceptional customer service by responding to inquiries and offering guidance on financial processes and account-related matters. The supervisor maintains strong working relationships with customers, business partners, and stakeholders while supporting the overall integrity of financial operations. In addition, the Accounting Specialist oversees banking operations and reconciliation activities. This includes managing Non-Sufficient Funds (NSF) check processing by researching returned payments, recording appropriate entries in NCFS, and ensuring accurate accounting treatment. The position is responsible for performing unmatched deposit reconciliations, investigating discrepancies, resolving outstanding items, and conducting bank reconciliations to verify the accuracy of financial records and account balances. The supervisor also oversees core banking functions, including initiating and approving transfers, monitoring transactions, and processing Positive Pay entries for payroll and disbursement accounts while ensuring compliance with internal controls, banking regulations, and organizational policies. The Accounting Specialist supports internal and external audit activities by gathering, reviewing, and organizing financial records and supporting documentation. The role collaborates with auditors and management to provide requested information, answer inquiries, and ensure compliance with financial policies and reporting requirements. Additionally, the position participates in special projects involving financial analysis, process improvements, and reporting initiatives. The supervisor also assists with the preparation of information and documentation for the Annual Comprehensive Financial Report (ACFR), ensuring accuracy, completeness, and adherence to reporting deadlines and standards, while performing other duties as assigned to support organizational objectives.

Requirements

  • Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; OR Associate’s degree in accounting from an appropriately accredited institution and three (3) years of accounting or auditing experience; OR High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician, three of which must have been at an advanced technical level or an equivalent combination of education and experience.
