About The Position

This Accounting Specialist (Draw Specialist) is in the NCDPS Controller's Office Disaster Grants Section and is responsible and accountable for the drawing of federal funds weekly or as needed by the Department of Public Safety. Funds from these various federal agencies are requested using several different Federal Drawdown Systems such as (PMS, PARS, ASAP and DRGR). This position is responsible for assisting with the review process of federal funds processing all federal funds deposits in the North Carolina Financial System (NCFS). Once the funds have been certified in NCFS by the State Treasurer’s Office and received in the Federal funds budget codes, the position transfers and receipts the funds through NCFS to the appropriate operating budget code. This position is also responsible for keying the journal batches for these NCFS transactions. The draw requests are posted daily to several excel spreadsheets that track grant balances. This position has been structured to closely assist the Special Funds Cash Management Section with cash management of grants drawdown processing, accounting, and reporting. The primary purpose of the Department of Public Safety Controller's Office is to ensure that all department financial resources and funds are received, disbursed, recorded, and accounted for in accordance with all applicable State and Federal laws and regulations. Generally Accepted Accounting Principles (GAAP) and Department policy and procedures. The Controller's Office at the agency level has oversight responsibility of this department and is accountable to the office of the State Controller for the integrity of that data. The objective of the Disaster Grants section is to ensure fiscal accountability of the use of funds awarded to the agency from various sources. This includes but is not limited to compliance, interpreting, and applying federal regulations, cash management and reporting of expenditures. The agency receives federal grants, cooperative agreements, state grants, and private grants.

Requirements

  • Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; or Associate’s degree in accounting from an appropriately accredited institution and three (3) years of accounting or auditing experience; or High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician, three of which must have been at an advanced technical level or an equivalent combination of education and experience.
  • Knowledge of General Accepting Accounting Principles (GAAP), methods, procedures, and/or accounting practices.
  • Experience reconciling financial data, documents, and/or reports.
  • Experience using Excel.
  • Knowledge of governmental accounting related to federal grants.
  • Experience with the North Carolina Financial System (NCFS) and/or other accounting system(s).
