About The Position

Performs difficult advanced technical work providing overall management and reporting for County financial activities and support functions involving budgeting and finance, technology services, accounting, collections, contract management, and information systems functions. Work is performed independently in accordance with laws, statutes and professional standards that follow sound fiscal management principles under the limited direction of the Assistant Finance Director. Continuous supervision is exercised over assigned Finance Staff.

Requirements

Bachelor's degree in accounting, or related field, and three years of experience in accounting with an emphasis in cost accounting, budgets, finance, and/or auditing, or equivalent combination of education and experience.
Must be able to pass a background investigation.
HIPAA certifications within six months of employment
A valid driver’s license or evidence of equivalent mobility is required upon hire.
Knowledge of, or ability to learn, government accounting and budgeting methods, principles and practices; knowledge of, or ability to learn, County government work flows and processes; knowledge of financial and accounting systems and programs used to support Department’s financial function; knowledge of, and ability to interpret and apply, laws and regulations related to County programs; knowledge of methods, procedures, and principles of public and business administration; knowledge of computer systems used to administer Department and County financial programs; knowledge of functions of other financial agencies; skill in the use of standard office equipment, including computer and software programs; leadership qualities with ability to motivate employees; analytical skills sufficient to analyze and interpret complex fiscal reports and identify and implement solutions to problems; verbal and written communication skills sufficient to effectively present information and respond to questions from a wide variety of audiences; reading comprehension skills sufficient to read and understand financial and audit documents; interpersonal skills sufficient to exchange and or convey information, receive work direction, and maintain effective working relationships; ability to maintains professional competence and stay abreast of trends and innovations; attend training, conferences and meetings and review relevant literature; ability to pay attention to detail and effectively organize time and anticipate, plan and successfully respond to changing circumstances; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.

Experience in Governmental Cost Accounting and budgeting is preferred.
Previous supervisory experience is preferred.

Responsibilities

Administers and monitors County-wide financial operations to ensure adequate cash flow, budgeting and maximum funding opportunities.
Uses independent judgment providing supervision and leadership to personnel under position’s span of control; makes and participates in decisions on matters of hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under position’s span of control; sets goals and objectives for others to work towards and monitors performance; creates and maintains a positive work environment fostering effective performance of staff.
Compiles data and oversees or prepares billings and invoices; supervises, assigns, and coordinates preparation and/or coding of payroll and benefits costs, accounts receivable, accounts payable, and reconciliations.
Provides direction to Finance staff in regard to billing and revenue issues and collaborates with other County staff.
Compiles data and oversees or prepares annual County budget; supervises, assigns, and coordinates preparation and/or coding of budgeting costs, and reconciliations.
Provides direction to Finance staff in regard to County budget issues and collaborates with other County staff.
Performs thorough analysis of financial and budget statements, results, and trends; facilitates the gathering of relative financial and program data to project future revenues and expenditures including historical data, legislative changes, State projections and trends.
Coordinates other financial reporting requirements.
Manage and oversee County payroll processes, which includes auditing W-2’s, timecard processes, benefit deductions any other payroll benefit and/or benefits.
Oversees the tax, and unemployment reporting as required by State and Federal laws and regulations.
Ensure payroll compliance with current government regulations by monitoring all changes to State and Federal law and regulations associated with PERA, IRS, Social Security Administration, workers compensation, and health care reform.
Projects future County and department revenues and expenditures based on historical data, State projections, and trends.
Analyzes, identifies, and implements solutions to resolve accounting and collection problems; oversees general ledgers and prepares analysis of ledger accounts; oversees departmental budgets, compiles and analyzes cash flow data and disbursement estimates; prepares necessary journal entries and month-end closing procedures.
Assists Departments with managing, assigning and coordinating audit contracts and prevailing wage rates of contractors and sub-contractors, segregates sources and uses of funds, reviews financial performance of contractors in relations to County and State Aid funding bids awarded or federal grants approved with assigned support staff.
Manages the personnel projection, ensuring staffing levels are tied to existing approved staffing positions while adding and identifying newly requested positions.
Manages and oversees all activities related to administration, maintenance and workflows surrounding information processed within the County ERP financial, budget system and HCM.
Monitors and Manages the County’s daily cash position, which includes daily cash management and forecasting activities.
Oversees the preparation of the County’s Annual Comprehensive Financial Report (ACFR), budget book, and other financial reports as required. This includes Capital Asset Management processes.
Assists with the development and assembling of the County budget; assists other County Departments and Divisions with preparation of budget and presentation to the County Board; monitors spending and cash flow and prepares monthly and year-to-date revenue and expenditure reports; monitors funding sources for current and future projects.
Assists with coordinating accounting technology development and direction.
Performs other duties and activities as assigned.
