About The Position

The Department of Administration's (Admin) Office of Administrative Services (OAS) is seeking an OTIS Accounting Manager II to join our team. OAS delivers key administrative and financial support to Admin and other state agencies. This position will manage and direct the Finance sections of Office of Technology and Information Services (OTIS), South Carolina Enterprise Information System (SCEIS), Division of Program Management (DPM), Digital Government, and Admin IT in order to provide efficient and effective financial and budgetary support to the division's program areas. You will take the lead for the rate setting process and work directly with OTIS management in rates setting needs of the division. This role is ideal for an analytical professional who is detail-oriented and thrives on driving process improvements. This position is on-site Columbia, SC.

Requirements

  • A bachelor's degree in accounting or related field with courses in management or cost accounting and four (4) years of professional accounting experience with responsibility for budget, account reconciliation, and financial reporting; or An associate degree in accounting or a related field with courses in management or cost accounting and six (6) years of professional accounting experience with responsibility for budget, account reconciliation, and financial reporting; or A high school diploma and eight (8) years of professional accounting experience with responsibility for budget, account reconciliation, and financial reporting.
  • Knowledge of the principals and practices of cost accounting, and Generally Accepted Accounting Principles (GAAP).
  • Must possess strong communication and organizational skills.
  • Requires excellent computer skills, high-level analytical skills and thorough understanding of accounting principles and practices.
  • Ability to interpret and analyze complex financial data and reports.

Nice To Haves

  • Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO ) preferred.
  • SCEIS experience is preferred.

Responsibilities

  • Direct the OTIS rate-setting efforts to ensure rates are based on actual costs, defensible, logical, and easy to understand.
  • Establish and maintain a rates determination procedure to ensure recovery of costs, a stable rate structure, and compliance with all state and federal rules and regulations.
  • Analyze changes in overhead and services to determine effect on costs to customers for services provided.
  • Prepare associated reports and present financial data as requested by management.
  • Generate annual rates data using well documented processes.
  • Continue standardizing the OTIS global rates process.
  • Research options for the ITFM (Information Technology Financial Management) tool.
  • Participate in the development of the OTIS, DPM, SCEIS and Digital Government annual budget request by gathering and compiling information from program areas and conferring with management to ensure the request reflects the strategic priorities and adequately funds necessary programs.
  • Monitor the Divisions' budget as the year progresses by communicating regularly with the Department of Administration Budget Director, analyzing budgetary data and making adjustments to ensure division expenditures align with budgeted funds.
  • Administer the grants process by verifying that federal grants are properly budgeted and tracked in order to ensure compliance with all applicable rules and regulations.
  • Work with Division managers to accurately complete the annual IT Survey as mandated by Proviso.
  • Ensure that shopping carts, payables, and receivables are properly processed and recorded in order to prevent disruption of the division's financial activities.
  • Ensures that SCEIS Master Data is established and properly used to comply with the rate structure hierarchy.
  • Coordinate with finance team to make changes and additions to Master Data as necessary to ensure all information is current and accurate.
  • Direct the finance team as they provide financial management and budget support to the Divisions' staff.
  • Review current billing systems and establish and maintain processes to improve billing and further utilize SCEIS Sales and Distribution module.
  • Monitor and evaluate financial processes and identify opportunities for streamlining and improvement.
  • Provide managers with monthly financial and budgetary reports.
  • Manage OTIS cash by monitoring expenditures, cash flows, debt payments, revenues and accounts payable as they affect cash balances.
  • Keep OTIS management apprised of financial status.
  • Implement monthly financial review procedures with the staff of the account management team.
  • Manage Finance staff's collections of telco exempt administrative reports and fees.
  • Ensure all contract reporting non-compliance related to administrative fees is escalated to management.
  • Supervise staff to include preparing performance planning and evaluation documents and related personnel paperwork.
  • Coach, counsel and train employees.
  • Establish and monitor work processes.
  • Implement management policies and initiatives and promote teamwork.
  • Perform other duties as required.
