About The Position

Under the direction of the Accounting & Finance Department Manager, this position performs accounting functions, including all phases of the general ledger, payroll, project accounting, and accounts receivable. The role involves preparing and maintaining complex technical accounting records in the District’s financial systems, participating in the preparation of financial statements and reports, performing variance analysis, and providing accounting support for decision-making. Key responsibilities include preparing journal entries, bank and account reconciliations, assisting with payroll procedures, and preparing audit work papers. The position requires compliance with all District rules, regulations, policies, and procedures, and performing other related duties as assigned.

Requirements

  • Bachelor’s degree in accounting or related field from an accredited college or university.
  • No prior professional experience required.
  • Interpersonal and Communication skills: Must be able to interact and communicate with internal and external customers orally and in writing. Maintain a positive work atmosphere by acting and communicating in a manner so that you get along with customers, clients, co-workers and management.
  • Technical and Analytical skills: Must have knowledge of generally accepted accounting principles and procedures; financial systems and spreadsheets. Ability to analyze data and draw sound conclusions; and learn, interpret and apply principles, laws, and procedures involved in accounting functions.
  • Administration and Operations skills: Must have ability to work independently and analyze routine and complex accounting issues and resolve them; and work cooperatively with management staff, employees, and those contacted in the course of work.
  • Must file a Statement of Economic Interest in compliance with Governmental Code Section 81000.
  • Sign & Acknowledge a Confidentiality Agreement.

Nice To Haves

  • Experience in performing journal entries, account reconciliations and general accounting procedures is preferred.
  • Relevant coursework, internships, research projects or applied experience in these areas is highly desirable.

Responsibilities

  • Prepare and maintain complex technical accounting records in the District’s financial systems including the general ledger, accounts receivable, cash receipts, energy sales, improvement districts, assessments, water billings, work billed to others, payroll, project accounting, and fixed assets.
  • Participate in the preparation of financial statements, schedules, and other statistical and financial reports and spreadsheets for projects and various financial systems.
  • Perform variance analysis as necessary on financial information.
  • Provide accounting support for decision making by responding to requests for information; produce and distribute reports; and participate on project teams.
  • Participate in central accounting functions such as preparing journal entries, bank reconciliations, and account reconciliations; identify and resolve problems and inconsistencies; prepare correcting entries to maintain the integrity of the general ledger.
  • Assist with payroll procedures including maintenance of all payroll records such as time sheets, deductions, withholdings, tax deposits, quarterly filing requirements, W-2’s, and all other files and records related to payroll.
  • Prepare audit work papers and assist independent auditors with the annual audit.
  • Answer questions and advise on procedures in preparing accounting transactions.
  • Comply with all District rules, regulations, policies and procedures.
  • Perform other related duties as required or assigned by supervisor.
