About The Position

The Louisiana Department of Health is seeking an accounting professional to support federal grants management, federal financial compliance, and grant related financial reporting activities impacting multiple state and federally funded programs. This position performs complex analytical, reconciliation, and reporting duties associated with federal grants, federal financial reporting, and federal and state compliance activities. The position works collaboratively with grants management staff, Fiscal staff, and program leadership to support accurate and compliant grant operations.

Requirements

  • Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR A bachelor’s degree with twenty-four semester hours in accounting; OR A bachelor’s degree in finance, business administration, management, economics, or statistics; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR Possession of a Certified Public Accountant (CPA) license.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Prepares and analyzes external and internal financial reports to ensure compliance with federal and state laws, grant requirements, contract terms, and agency policies.
  • Reviews fiscal transactions, reconciles accounts, prepares correcting entries, and monitors grant and contract funding to ensure accurate financial reporting and compliance.
  • Analyzes funding sources, allocates direct and indirect costs, prepares federal cash claims, and projects the financial status of programs and appropriations.
  • Compiles, reconciles, and reports fiscal data for regulatory, administrative, and grant reporting requirements, including federal cash transaction reports, receivable reports, and annual financial reports.
  • Monitors program expenditures, analyzes budget variances, prepares expenditure reports, and provides financial guidance and recommendations to Program Managers.
  • Calculates, tracks, and manages federal cash claims, interagency fee-for-service revenues, billings, collections, and delinquent accounts to ensure timely reimbursement and compliance with grant requirements.
  • Collaborates with funding agencies, program staff, and management to resolve funding issues, clarify grant and contract requirements, and support effective financial management and reporting.
