About The Position

The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Join the Louisiana Department of Health’s Travel Unit and play a key role in keeping statewide operations moving! This is a professional accounting position in the Travel Unit within the Payment Management section in the Division of Fiscal Management with the Office of Management and Finance of the Louisiana Department of Health (LDH). This position is responsible for reviewing, auditing, and processing LDH travel reimbursements, travel-related business expenses, and Controlled Billing Account transactions. The position ensures payments are processed timely, accurately, and in compliance with LDH policies, State travel regulations, PPM49, and applicable State and Federal requirements. Requirements

  • Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR A bachelor’s degree with twenty-four semester hours in accounting; OR A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics; OR An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR Possession of a Certified Public Accountant (CPA) license.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Audits and processes contract travel, employee travel reimbursements, and other business-related expenses in LaGov, SharePoint, and related systems while ensuring full compliance with state and LDH travel policies, including PPM49.
  • Provides guidance and support to LDH employees and external customers to ensure travel submissions are accurate, compliant, and properly documented.
  • Performs monthly audits of Controlled Billed Account and Corporate Travel Card activity, reviewing cardholder transactions and generating reports to ensure compliance and detect potential fraud.
  • Conducts accounting research and analysis, maintains accurate financial records and reports, and identifies necessary adjustments to strengthen accuracy and efficiency.
  • Implements directives from LDH management and communicates process deficiencies or areas needing improvement to enhance operational efficiency.
  • Confers with statewide partners and oversight entities—including State Travel, OSRAP, OTS, OIG, State Treasury, Legislative Auditors, and LDH leadership—regarding travel and financial operations.
  • Maintains and monitors travel-related processes, assists with special projects, and supports continuous improvement efforts within the Travel Unit.
