The applicant selected must have and maintain the infrastructure to telework. The Accountant V serves as Lead in supporting the HHS Payroll, Time Labor and Leave (PTLL) Time Administrator (TA) team, who supports the Health and Specialty Care System (HSCS) Facilities. Acts as a subject matter expert to support employees, managers, and leadership with PTLL processes and inquiries. Work involves coordination and assistance with PTLL TAs, facility managers and staff they supervise by providing PTLL guidance and troubleshooting. Monitors payroll deadlines to ensure pay impacting transactions are correct. Runs time and labor reports and reconciles discrepancies in accordance with agency policy. Provides sequel and queried data to leadership on a cyclical bases and when requested to support PTLL initiatives. Provides analysis of reporting data to PTLL leadership to ensure success and continuity of the CAPPS Self-Service method of timekeeping, oversight of PTLL best practices, identifying trends, and supporting departmental decision-making. Develops training material and provides training to Time Administrators. Trains newly hired Time Administrators on job duties at time of hire and ongoing as needed. Maintains communication with all stakeholders: HHS PTLL, HHS Employee Service Center, and HHS HR staffs. Acts as a liaison for TAs, employees, and managers on time and leave issues. Performs other duties as needed and assigned to support the PTLL department. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Four (4) years of professional or administrative experience in payroll, accounting, leave accounting systems, human resources or personnel management programs.
  • The professional and administrative experience may be substituted by completing a minimum of 30 semester hours of college course work (which equates to one year of experience) or having a Bachelors’ degree from a college or university (which equates to four years of experience) with a major in accounting or other professional fields.
  • The college course work (in increments of 30 completed semester hours) or a Bachelors’ degree may substitute for the required professional or administrative experience on a year-for-year basis with a maximum substitution of four (4) years.
  • Knowledge of: The agency’s accounting and auditing principles and practices; governmental accounting; local, state and federal laws pertaining to fiscal payroll and time labor and leave operations; Department of Labor Regulations; Fair Labor Standards Act; Human Resources policy and state statutes. Business systems thinking and information technology. HHS Agency missions. Employee and manager roles; individual and team behavior; organization planning process; clients/organizational culture and public service environment.
  • Skilled in: Customer service orientation and relationship management to communicate accurately and respectfully with agency personnel and the general public. Analytical thinking; utilizing best business practices, consensus building, consultation and negotiation. Maintains the overall quality control of payroll procedures.
  • Ability to: Communicate effectively both orally and in writing. Plan, organize and direct agency accounting and leave programs. Analyze, interpret and explain agency and division policies and procedures upon request. Interpret laws and regulations and apply accounting theory. Plan, assign and/or supervise the work of others to complete multiple assignments within a designated time period without compromising accuracy.

Responsibilities

  • Serves as Lead for team of PTLL Time Administrators; communicates on a complex level with others (internally and externally) to provide, exchange, and verify payroll and time labor and leave information; answer inquiries, address issues, or respond to complaints. Assigns and supervises the work of others with considerable latitude for the use of initiative and independent judgment. (40%)
  • Queries and validates accuracy of data pulled from the CAPPS system. Serves as lead on required reporting as it relates to the HSCS facilities, in addition to various PTLL reporting (required and requested). (40%)
  • Participates in the screening of applications and requisition management when vacancies occur. Coordinates interviews with PTLL management and facility dotted-line contact. (10%)
  • Creates and updates training materials regarding PTLL guidelines and best practices for employees and managers. Creates and updates training materials for PTLL TAs to support their daily job functions. Identifies possible training opportunities. (10%)
