About The Position

The Maryland State Retirement Agency administers the Maryland State Retirement and Pension System (SRPS), a defined benefit retirement system for Maryland governmental employees. The System serves over 397,000 participants across twelve retirement and pension systems with diverse rule sets. Requirements

  • A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
  • Five years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
  • Three years performing advanced duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.
  • Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
  • Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement.
  • Possession of a certificate as a Certified Public Accountant or Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.
  • Applicants may substitute one year of professional auditing experience for one year of the required general experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

Responsibilities

  • Manage processes and supervise staff in the Employer Reported Maintenance and Collection Sections of the Data Control Unit.
  • Ensure timely and accurate collection, validation, reconciliation, and updating of pension data reported by employers to the Agency’s Active Master File.
  • Analyze data to identify errors and develop solutions for correction.
  • Communicate verbally and in writing with internal and external contacts regarding pension data processing.
  • Play a major role in the Agency’s fiscal year-end close processes, ensuring data completeness and accuracy of contributions, adjustments, and balances for interest and service computations.
  • Plan and organize available resources to meet section goals, including efficient workload distribution, monitoring, strategy development, deadline setting, and problem-solving.
  • Oversee the collection of electronic payroll data from over 100 payroll reporting centers.
  • Communicate payroll discrepancies to employers.
  • Identify and analyze validation discrepancies and deficiency payments.
  • Reconcile each update of the Active Master File.
  • Reconcile the Active Master File with the Agency’s General Accounting Unit’s General Ledger account for the ASF.
  • Reconcile data adjustment validations with manual adjustment submissions.
  • Ensure timely submission of production jobs to update the Active Master File.
  • Monitor tracking systems for timely receipt of payroll data, accurate validation, reconciliation, and proper updating of the Active Master File.
  • Monitor tracking systems to ensure agency/PGU discrepancies are communicated and resolved accurately and timely.
  • Monitor validation discrepancies to ensure timely correction and updating.
  • Monitor the C-set to ensure deficiency payments are properly recorded and deficiencies are reduced.
  • Monitor the reconciliation of Active Master File updates with validation input totals and payroll cash.
  • Track, reconcile, and re-submit transactions that did not update to the Active Master File.
  • Track and reconcile payroll cash not used in the payroll update to the Active Master File.
  • Review and approve the monthly reconciliation of the Active Master File to the General Ledger account for the Annuity Savings Fund.
  • Monitor tracking systems to ensure data adjustment validations are processed timely and that total validations agree with manual totals submitted by Benefits Processing and Data Control Units.
  • Monitor production schedules to ensure timely submission of data processing jobs.
  • Supervise staff, including performance evaluation, leave and attendance, and behavior management.
  • Develop and maintain written procedures for the sections, ensuring compliance with laws and policies.
  • Interpret and develop an expert understanding of Pension Law and regulations related to the sections.
  • Serve as the Agency’s subject matter expert on related issues.
  • Participate in recruitment, interviewing, and hiring of new staff.
  • Undertake special projects and other duties as assigned.
