About The Position

The Florida Fish and Wildlife Conservation Commission (FWC) is seeking an Accountant III for its Finance and Budget Office in Tallahassee, Florida. This Career Service position involves auditing and reconciling expenditures within the Financial Management Unit. The role requires proficiency in the Florida PALM accounting system and involves managing PCard (Procurement Card) user accounts, processing renewals, verifying card usage, and assisting users with inquiries and issues. The incumbent will also be responsible for tracking Bank of America Visa cards, handling replacements for lost/stolen/fraudulent cards, performing post-audits of payments, and monitoring for fraudulent activity. The position also includes running periodic monitoring reports and performing other assigned duties.

Requirements

  • A high school diploma or its equivalent and two years of bookkeeping, accounting, or administrative support experience.
  • An associate’s degree from an accredited college or university and one year of administrative experience; or a bachelor's degree from an accredited college or university can substitute for the required experience.
  • Satisfactory criminal history check (fingerprint-based).
  • Proficiency in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat.
  • Knowledge of accounting and auditing principles, methods of reviewing and analyzing financial data, and basic management principles and practices.
  • Knowledge of Florida Reference Guide to State Expenditures.
  • Ability to assess budgetary needs and formulate policies and procedures.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations.
  • Ability to document work and other activities relating to the improvement of operational and management practices.
  • Ability to determine work priorities and ensure proper completion of work assignments.
  • Ability to communicate in writing and verbally effectively.
  • Ability to work independently, solve problems and make decisions.
  • Ability to establish and maintain effective working relationships with others.

Responsibilities

  • Auditing and reconciling expenditures in the Financial Management Unit.
  • Completing training and attaining proficiency in the Florida PALM accounting system.
  • Assisting with administering and managing PCard user accounts.
  • Assisting with the monthly PCard renewal process, verifying card usage and appropriate forms, and sending renewal notifications.
  • Requesting issuance of appropriate training assignments.
  • Ensuring training record collection and storage are kept current.
  • Maintaining and updating files pertaining to the PCard program.
  • Assisting users with PCard Works issues and PCard usage questions.
  • Mailing and tracking Bank of America Visa cards.
  • Assisting with replacement cards for lost/stolen/fraudulent cards.
  • Performing post-audits of payments processed through the PCard Works system.
  • Monitoring fraudulent PCard activity.
  • Running periodic monitoring reports on both unpaid and paid transactions.
  • Performing other duties as assigned.
