About The Position

This is an internal recruitment for current City of Bremerton employees. The Financial Analyst, under the direction of the Assistant Director of Finance and Administration, performs a wide variety of high-level accounting, budgeting, cash management, and financial reporting functions. Duties include job costing, budget forecasting, project management accounting, grant accounting, capital asset and inventory accounting and reporting, depreciation analysis, debt service accounting, equipment rental and replacement accounting, and preparation of state, federal, and GAAP financial reports. The position requires researching and interpreting accounting requirements and exercising substantial independent judgment.

Requirements

  • Bachelor’s degree from an accredited college or university in accounting, finance, business administration, or a closely related field.
  • Five (5) years of progressively responsible professional accounting or financial analysis experience.
  • Knowledge of federal, state, and local laws, regulations, and procedures governing public-sector accounting, financial reporting, and grant administration.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, governmental accounting and financial reporting practices, and the Washington State Budgeting, Accounting and Reporting System (BARS).
  • Knowledge of municipal budget preparation, administration, financial controls, and reporting.
  • Knowledge of grant agreements, contracts, compliance requirements, and interdepartmental coordination related to grant implementation.
  • Knowledge of modern office practices, procedures, and equipment.
  • Skill in preparing and analyzing financial statements, statistical reports, spreadsheets, forecasts, reconciliations, and supporting documentation.
  • Skill in using spreadsheet, database, word-processing, and financial reporting systems to maintain records, analyze data, and generate reports.
  • Skill in developing and maintaining financial reporting systems, procedures, and internal controls.
  • Skill in communicating complex financial information clearly to both financial and non-financial audiences.
  • Skill in identifying financial or operational issues, evaluating alternatives, and developing practical recommendations.
  • Ability to interpret and apply federal, state, and local laws, regulations, policies, and accounting requirements.
  • Ability to organize and prioritize multiple assignments, work independently, adapt to changing priorities, and meet recurring and time-sensitive deadlines.
  • Ability to establish and maintain effective working relationships with City departments, employees, external agencies, and the public.
  • Ability to exercise initiative, sound judgment, and discretion when handling confidential financial, personnel, and City information.
  • Ability to implement appropriate solutions and process improvements in support of departmental and organizational goals.
  • Must successfully complete a background investigation and be eligible for bonding.
  • Equivalent combinations of education, training, and directly related experience that demonstrate the knowledge, skills, and abilities necessary to perform the essential functions of the position will be considered.

Responsibilities

  • Respond to financial inquiries from City departments and external agencies and explain accounting, investment, and fund balance information to both financial and non-financial audiences.
  • Oversee assigned accounting processes to ensure the accuracy, completeness, and timely flow of financial information, and prepare complex financial reports, analyses, and supporting documents for directors and managers.
  • Prepare and submit required state tax and financial reports on monthly, quarterly, and annual cycles, and monitor changes in applicable laws and reporting standards to ensure continued accuracy and compliance.
  • Compile, analyze, and review financial information used in annual reports to the State and other external stakeholders and assist with the preparation of the year-end Annual Comprehensive Financial Report (ACFR).
  • Assist with the preparation, review, and compilation of the City’s biennial budget. Monitor management of budgets across all City funds, departments and divisions.
  • Compile and analyze financial data to support the annual allocation of overhead costs across the City’s operating funds.
  • Conduct financial audits, evaluate findings, and recommend or implement corrective actions and process improvements.
  • Conduct research and financial analysis for special projects and prepare related reports, findings, and recommendations as assigned.
  • Manage the financial components of the City’s equipment rental program, including equipment inventory, replacement schedules, replacement reserves, repair-rate calculations, maintenance cost recovery, reconciliations, and related financial statements.
  • Analyze program performance, identify efficiencies, and recommend process improvements.
  • Maintain the accuracy and integrity of the general ledger, including project numbers and the chart of accounts, in accordance with Washington State Budget, Accounting and Reporting Systems (BARS) requirements.
  • Prepare monthly journal entries for all governmental funds to accurately record revenues and expenditures, and maintain supporting fiscal records for departmental financial reporting.
  • Prepare trial balances, balance sheets, income statements, cash flow statements, and related financial projections; monitor results and analyze financial performance and trends.
  • Administer assigned grants and loans, including maintaining and reconciling subsidiary ledgers, preparing and submitting grant draw requests, and completing required closeout documentation.
  • Manage accounting for receipts, expenditures, bonded debt, and capital assets; maintain and reconcile records for material inventory, fleet maintenance, depreciation, and related asset activity; and allocate material, labor, and equipment costs to the appropriate accounts.
  • Perform related duties and special assignments as required.

  • Longevity pay (1% earned after five years and increases to a maximum of 4% after 20 years).
