About The Position

This is a Full-Time position with the Department of Health - Division of Finance & Operations. The South Dakota Department of Health helps every South Dakotan be healthy and strong. We do this through providing core public health services in every county in the state. Requirements

  • Bachelor's degree in Business, Accounting, Finance, or Economics with accounting courses, or 5 or more years of related accounting experience.
  • Knowledge of the principles of accounting as they relate to the public sector.
  • Knowledge of generally accepted accounting principles (GAAP), standards, and practices.
  • Knowledge of statistics and financial reporting.
  • Knowledge of federal uniform grant guidance.
  • Knowledge of Microsoft applications including Excel, Word, and Query.
  • Knowledge of procedures and techniques used in policy research, policy and program analysis, planning, contract review, and/or grant administration.
  • Knowledge of principles of management and administration.
  • Knowledge of public administration as it relates to fiscal and program management and planning.
  • Knowledge of department procedures and references relative to public health and health care activities.
  • Knowledge of agency rules, regulations, policies, and procedures.
  • Knowledge of grant development and administration.
  • Knowledge of technical knowledge of assigned programs.
  • Knowledge of contract management.
  • Knowledge of subrecipient monitoring.
  • Knowledge of cash management policies and procedures.
  • Skills to meet reporting requirements.

Responsibilities

  • Managing high level fiscal responsibilities for the Department of Health, including preparing, reviewing, and executing contracts and RFPs to ensure all required clauses and schedules of work are accurate.
  • Preparing, processing, and tracking accounts receivable and independently managing and approving federal draws for more than 50 grants.
  • Completing complex account reconciliations and providing technical assistance to programs on financial requirements and compliance.
  • Assisting with financial grant monitoring, federal grant applications, spending projections, and budget versus spending comparisons.
  • Serving as the team leader for subrecipient monitoring and ensuring all agreements meet federal guidelines & compliance.
