About The Position

The NYC Department of Environmental Protection (DEP) is seeking an Accountable Manager for its Water System Capital Program (WSCP) within the Bureau of Engineering Design & Construction (BEDC). BEDC manages a significant capital program focused on upgrading and maintaining the Bureau of Water Supply's critical infrastructure, including reservoirs, dams, wastewater treatment plants, and other facilities. The Accountable Manager will oversee water and wastewater system projects within the City and its watershed, ensuring project goals and milestones are met. This role involves managing project scope, cost, and schedule, preparing modifications to consultant contracts, and providing day-to-day guidance and oversight to subordinates. The selected candidate will also be responsible for ensuring environmental health & safety, client service, and coordinating with support divisions. This is a hands-on project management role requiring effective communication, issue resolution, risk mitigation, and quality management throughout the project lifecycle. The position is open to internal City employees who are permanent Civil Service Associate Project Managers.

Requirements

  • Permanent Civil Service Associate Project Managers are eligible to apply.
  • One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more.
  • A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects.
  • A four-year high school diploma or its educational equivalent and five years of experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects.
  • A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects to make up the equivalent of five years of education and experience.
  • One year of experience credit will be given for: each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; a Master’s degree from an accredited college or university in one of the disciplines described above; a Juris Doctor degree, or a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect.
  • Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
  • In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.

Responsibilities

  • Responsible for the achievement of project goals and milestones, ensuring that all prepared schedules, reports, and work products conform to the scope of work.
  • Undertake the preparation, negotiation, and processing of appropriate modifications to Consultant Contract scope, cost, and schedule for successful project completion.
  • Provide day-to-day guidance and oversight of subordinates’ work assignments, motivate current employees, approve time and leave, evaluate staff members and determine staffing requirements for implementation of the program.
  • Ensure that environmental health & safety is incorporated throughout the project lifecycle and must be focused on client service to the operating Bureaus.
  • Responsible for the implementation of all project delivery procedures and coordination with all Bureau support divisions, such as the Project Controls Group (Schedule & Cost), Permit Resource Division, Sustainability, Contracts Support, etc.
  • Responsible for the seamless communication/coordination with Agency Bureaus, other City Agencies, and key Stakeholders.
  • Focus on resolutions of issues and risk mitigation to keep the project moving and must manage the quality of the project delivery throughout the project lifecycle.
  • Manage the staff efficiently and effectively to ensure adequate staffing of projects and opportunities for professional growth.
  • Responsible for continuous monitoring of key performance indicators with respect to scope, schedule, budget, and other project performance metrics.
