About The Position

The NYC Department of Environmental Protection (DEP) is seeking to hire three Administrative Engineers to serve as Accountable Managers for the Wastewater Capital Program (WWCP). This role involves overseeing and supporting the design and construction of major capital projects for wastewater resource recovery facilities (WRRFs), wastewater pump stations, and Superfund CSO programs. The Accountable Managers will direct a team of professionals, manage project lifecycles from conception to completion, ensure adherence to scope, schedule, and budget, and coordinate with various internal and external stakeholders. This position requires a strong understanding of project delivery procedures, environmental health and safety, and client service to operating bureaus. The selected candidates will be responsible for issue resolution, risk mitigation, quality management, and continuous monitoring of key performance indicators. This role reports directly to the Deputy Portfolio Manager. Please note: Only permanent Civil Service Administrative Engineers are eligible to apply.

Requirements

  • Permanent Civil Service Administrative Engineers are eligible to apply.
  • A valid New York State License as a Professional Engineer.
  • Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work.
  • At least two (2) years of which must have been in an executive, managerial, or administrative capacity.

Nice To Haves

  • Proficient oral and written communication skills to effectively communicate with project staff, engineers/architects, inspectors, consultants, contractors, (foreign and domestic), vendors, City operations staff and external project stakeholders such as regulatory agencies and community representatives.
  • Possession of a motor vehicle driver license valid in the State of New York with no restrictions, which preclude the performance of an Accountable Manager work. This license must be maintained for the duration of employment.
  • Have a detailed understanding of permitting, equipment and materials, codes and standards, shop/field testing.
  • Able to determine adequacy and completeness of field investigation plans and reports to support the development of more complex designs or scope change requests.
  • Ability to assess applicability and appropriateness of field investigation protocols for stated objectives.
  • Possess a working knowledge of current safety and design standards.
  • Able to review, interpret and approve complex contract documents.
  • Able to understand the necessary project resources to effectively identify upcoming needs or existing conflicts.
  • Able to assess consultant/contractor performance based on contract requirements.
  • Able to evaluate project progress regularly in terms of potential impacts to schedule compliance.
  • Understand schedule implications of change orders and recovery plans.
  • Understand the process to prepare the Communication Management Plan.
  • Employ effective time management practices.
  • Knowledge of engineering design and construction industry standards and practices as well as environmental engineering operations and processes for water supply and wastewater resource recovery facilities.
  • Strong technical skills, interpersonal, communication, and computer skills with a working knowledge of MS Office software, and Project Scheduling Software.
  • Knowledge of operations and processes for wastewater resource recovery facilities.
  • Strong ability to work on a broad multidisciplinary base with various fields and trades as well as the ability to concurrently handle multiple related and non-related tasks.
  • Experience in writing and reviewing contract specifications for major public works projects.

Responsibilities

  • Oversee and support the design and construction of WWCP projects for various WRRFs, wastewater pump station projects, and Superfund CSO programs.
  • Direct the oversight of the planning, design, and construction of major capital construction projects for a program that will allow the DEP to meet its wastewater treatment requirements into the future.
  • Be responsible for the achievement of project goals and milestones, ensuring that all prepared schedules, reports, and work products conform to the scope of work.
  • Undertake the preparation, negotiation, and processing of appropriate modifications to Consultant Contract scope, cost, and schedule for successful project completion.
  • Provide day-to-day guidance and oversight of subordinates’ work assignments, motivate current employees, approve time and leave, evaluate staff members, and determine staffing requirements for implementation of the program.
  • Ensure that Environmental Health & Safety is incorporated throughout the project lifecycle and focus on client service to the operating bureaus.
  • Be responsible for the implementation of all project delivery procedures and coordination with all the bureau support divisions.
  • Quickly recognize what is required for a major capital construction project and provide the sustained effort necessary to see the project through from conception to completion.
  • Be responsible for the seamless communication/coordination with Agency Bureaus, other City and State Agencies, and key stakeholders.
  • Focus on issues resolution and risk mitigation to keep the project moving and manage the quality of the project delivery throughout the project lifecycle.
  • Manage staff efficiently and effectively to ensure adequate staffing of projects and opportunities for professional growth.
  • Be responsible for continuous monitoring of key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics.
  • Report directly to the Deputy Portfolio Manager.
