About The Position

The NYC Department of Environmental Protection (DEP) is seeking two Electrical Engineers Level 1 to serve as Accountable Managers (AM) for the Wastewater Capital Program (WWCP). The WWCP is responsible for overseeing the design and construction of capital projects for the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS). These projects include upgrades to wastewater resource recovery facilities (WRRFs), CSO abatement projects, pump station rehabilitation, and Superfund CSO programs. The AMs will manage a team of professionals to direct the planning, design, and construction of major capital projects, ensuring adherence to scope, schedule, budget, and environmental health and safety standards. They will also be responsible for contract modifications, staff management, client service, and communication with various stakeholders and agencies. The role requires independent initiative, judgment, and the ability to manage projects from conception to completion, with a focus on issue resolution, risk mitigation, and quality management. The AMs will report directly to the Deputy Portfolio Manager.

Requirements

Permanent Civil Service Electrical Engineers status.
Four (4) years of full-time, satisfactory experience in electrical engineering work.
A valid New York State Professional Engineer’s License.
Current New York State registration as a Professional Engineer must be maintained for the duration of employment.
Proficient oral and written communication skills.
Possession of a motor vehicle driver license valid in the State of New York with no restrictions.
Working knowledge of MS Office software.
Working knowledge of Project Scheduling Software.

Nice To Haves

A masters degree in electrical engineering from an accredited college or university may be substituted for one year of the electrical engineering experience.
Detailed understanding of permitting, equipment and materials, codes and standards, shop/field testing.
Able to determine adequacy and completeness of field investigation plans and reports.
Ability to assess applicability and appropriateness of field investigation protocols.
Working knowledge of current safety and design standards.
Able to review, interpret and approve complex contract documents.

Responsibilities

Oversee and support the design and construction of WWCP projects for various WRRFs, wastewater pump stations, and Superfund CSO programs.
Direct the oversight of the planning, design, and construction of major capital construction projects through a staff of project management professionals, inspectors, and other technical/administrative staff.
Ensure achievement of project goals and milestones, conforming all schedules, reports, and work products to the scope of work.
Undertake the preparation, negotiation, and processing of modifications to Consultant Contract scope, cost, and schedule.
Provide day-to-day guidance and oversight of subordinates’ work assignments, motivate employees, approve time and leave, evaluate staff, and determine staffing requirements.
Ensure Environmental Health & Safety is incorporated throughout the project lifecycle.
Focus on client service to the operating bureaus.
Implement all project delivery procedures and coordinate with bureau support divisions (e.g., Project Controls Group, Permit Resource Division, Sustainability, Contracts Support).
Quickly recognize requirements for major capital construction projects and provide sustained effort from conception to completion.
Ensure seamless communication and coordination with Agency Bureaus, other City and State Agencies, and key stakeholders.
Focus on issues resolution and risk mitigation to keep projects moving.
Manage the quality of project delivery throughout the project lifecycle.
Manage staff efficiently and effectively to ensure adequate staffing of projects and opportunities for professional growth.
Continuously monitor key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics.
