About The Position

The NYC Department of Environmental Protection (DEP) is seeking an Administrative Project Manager NM to serve as an Accountable Manager (AM) for the Water System Capital Program (WSCP) within the Bureau of Engineering Design & Construction (BEDC). This role involves overseeing water and wastewater system projects, including dam improvements, reservoirs, aqueducts, wastewater treatment plants, and other infrastructure. The AM will be responsible for achieving project goals, managing schedules, reports, and work products, and negotiating modifications to consultant contracts. The position requires day-to-day guidance and oversight of subordinates, staff evaluation, and determining staffing needs. The AM must ensure environmental health & safety is integrated into projects and focus on client service to operating Bureaus. Responsibilities include implementing project delivery procedures, coordinating with support divisions, and managing project quality. The candidate must be a hands-on project manager capable of recognizing project needs and driving them to completion, ensuring seamless communication with agency bureaus, other city agencies, and stakeholders. A key focus will be on issue resolution, risk mitigation, and continuous monitoring of key performance indicators related to scope, schedule, and budget.

Requirements

  • Must be a permanent Civil Service Administrative Project Manager.
  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR A four year high school diploma or its educational equivalent and nine years of experience as described above, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • OR Education and/or experience equivalent to the above.
  • All candidates must have the two years of the administrative, managerial, executive or supervisory experience as described above.
  • Possession of a valid NYS driver’s license may be required for this job assignment.

Responsibilities

  • Responsible for the achievement of project goals and milestones.
  • Ensuring that all prepared schedules, reports, and work products conform to the scope of work.
  • Undertaking the preparation, negotiation, and processing of appropriate modifications to Consultant Contract scope, cost, and schedule for successful project completion.
  • Providing day-to-day guidance and oversight of subordinates’ work assignments.
  • Motivating current employees, approving time and leave, evaluating staff members and determining staffing requirements for implementation of the program.
  • Ensuring that environmental health & safety is incorporated throughout the project lifecycle.
  • Focusing on client service to the operating Bureaus.
  • Responsible for the implementation of all project delivery procedures and coordination with all Bureau support divisions.
  • Managing the staff efficiently and effectively to ensure adequate staffing of projects and opportunities for professional growth.
  • Responsible for continuous monitoring of key performance indicators with respect to scope, schedule, budget, and other project performance metrics.
  • Responsible for the seamless communication/coordination with Agency Bureaus, other City Agencies, and key Stakeholders.
  • Focus on resolutions of issues and risk mitigation to keep the project moving.
  • Manage the quality of the project delivery throughout the project lifecycle.
