About The Position

RS21 is seeking an Account Manager with experience in federal grants management and public safety technology to own and grow client relationships supporting a strategic initiative to build and deploy a grant portal for clients that administer federal funding to state, local, and tribal governments, as well as nonprofits, in support of emergency preparedness, hazard mitigation, and physical security programs. This role is the primary relationship owner for clients engaged in the planning, development, and adoption of RS21's grant portal product and related data and analytics services. The Account Manager will serve as a trusted advisor to program administrators, grants managers, and agency officials, helping them understand how RS21's capabilities can streamline their award management workflows, improve compliance reporting, and provide analytical visibility across their funded programs. Working in close coordination with the Business Development team, who owns new client acquisition, this role ensures seamless handoffs, drives product adoption, identifies expansion opportunities, and builds the long-term account relationships that make RS21 an indispensable partner in the federal grants and public safety space.

Requirements

  • Bachelor's degree in Public Administration, Emergency Management, Political Science, Information Systems, Business, or a related field, or equivalent practical experience.
  • 5+ years of experience in account management, client success, grants management, or a client-facing program management role, with demonstrated exposure to federal grant programs or public sector technology.
  • Working knowledge of federal grant administration, including familiarity with 2 CFR Part 200 (Uniform Guidance), subrecipient monitoring, and federal reporting requirements.
  • Familiarity with FEMA grant programs and the emergency management, hazard mitigation, or homeland security program landscape at the federal, state, or local level.
  • Demonstrated ability to build trusted relationships with government program administrators, grants managers, and senior agency stakeholders.
  • Strong communication and presentation skills, including experience conveying technical or compliance-related concepts to non-technical program staff and executive decision-makers.
  • Comfort working in a consultative role, with the ability to identify client workflow challenges and connect them to technology and analytics solution opportunities.
  • Proficiency with CRM platforms (e.g., Salesforce, HubSpot) and familiarity with grant management software or government program tracking tools.

Nice To Haves

  • Direct experience administering, managing, or supporting FEMA grant programs including HMGP, BRIC, SHSP, UASI, EMPG, or Port Security Grant Program (PSGP).
  • Experience working with or within a state or local emergency management agency, tribal nation program office, or federal agency grants division.
  • Familiarity with grant portal or grants management system platforms, including eCivis, AmpliFund, Egrants, or federal systems such as Grants.gov or SAM.gov.
  • Background in data analytics, business intelligence, or technology adoption support within a government or nonprofit context.
  • Knowledge of physical security standards, critical infrastructure protection frameworks, or DHS preparedness doctrine.
  • Experience contributing to government technology procurement responses, including RFP, RFI, or sole-source justification documentation.
  • Certified Emergency Manager (CEM), Grants Management Certification (CGMS), or related public administration or emergency management credential.

Responsibilities

  • Serve as the primary relationship owner for an assigned portfolio of clients following handoff from the Business Development team, including federal agencies, state and local emergency management offices, tribal governments, and nonprofit grant recipients.
  • Build trusted relationships with program administrators, grants managers, emergency management directors, and executive stakeholders within client organizations.
  • Conduct regular account reviews and check-ins to assess client satisfaction, monitor portal adoption, surface emerging program needs, and reinforce RS21's value as a long-term technology partner.
  • Advocate internally for client priorities, ensuring delivery teams, product managers, and technical staff understand the operational context and compliance requirements that shape client expectations.
  • Manage client concerns with urgency and professionalism, coordinating cross-functional resources to resolve issues before they affect program delivery or compliance timelines.
  • Identify and develop expansion opportunities within existing accounts, including adoption of additional RS21 portal modules, analytics and reporting capabilities, data engineering support, and broader AI and data science services.
  • Maintain a rolling account growth plan for each client, mapping RS21's capabilities to the client's expanding program portfolio and evolving federal compliance and reporting requirements.
  • Collaborate with product and technical teams to shape solution enhancements, new feature requests, and custom development opportunities that address client-specific grant program needs.
  • Lead or support contract renewals, option year negotiations, and scope expansions in coordination with legal and program leadership.
  • Develop and document the value and impact of RS21's portal and analytics solutions for use in executive briefings, renewal conversations, and expansion proposals.
  • Apply working knowledge of federal grant lifecycle management, including Notice of Funding Opportunity (NOFO) compliance, award administration, subrecipient monitoring, drawdown processes, and closeout reporting.
  • Understand the specific programmatic requirements of key public safety and emergency preparedness grant programs, including FEMA's Hazard Mitigation Grant Program (HMGP), Bric (Building Resilient Infrastructure and Communities), the State Homeland Security Program (SHSP), and Urban Area Security Initiative (UASI).
  • Speak credibly with grants administrators and program officers about the compliance, transparency, and reporting obligations associated with federal awards under 2 CFR Part 200 (Uniform Guidance).
  • Understand how RS21's data science, visualization, and software development capabilities can be applied to grant program use cases, including application tracking, award performance dashboards, audit trail management, and geospatial risk mapping.
  • Stay current on federal funding priorities, FEMA policy changes, and emerging emergency preparedness and physical security program requirements that may affect client needs.
  • Serve as the primary client-facing owner for grant portal onboarding, adoption, and ongoing utilization, ensuring clients are fully equipped to leverage the platform's capabilities within their program workflows.
  • Collect, document, and prioritize client feedback on the grant portal product and relay it to RS21's product and engineering teams to inform the development roadmap.
  • Work with clients to define success metrics for portal adoption, reporting accuracy, and program efficiency, and track progress against those metrics over time.
  • Identify opportunities to expand portal usage across additional grant programs, sub-recipient organizations, or agency divisions within an existing client's footprint.
  • Support client training, change management, and internal rollout planning to ensure high adoption rates and sustainable long-term platform use.
  • Maintain a structured handoff process with the Business Development team, ensuring new client relationships transition with full context on program scope, funding timelines, compliance requirements, and strategic priorities.
  • Share account intelligence and expansion signals with Business Development to inform pipeline strategy and identify adjacencies for new logo opportunities within the grants management and public safety sector.
  • Contribute domain expertise and client success documentation to support proposals, RFP responses, and grant-funded technology procurement bids.
  • Participate in emergency management conferences, FEMA grant program forums, and public safety technology events to represent RS21 and strengthen sector presence.
  • Partner with project managers, product managers, and engineering teams to ensure client requirements, compliance constraints, and program timelines are fully integrated into delivery planning.
  • Serve as the ongoing voice of the client within RS21, communicating program changes, compliance updates, and stakeholder feedback to technical and product teams in a structured and timely manner.
  • Coordinate with data engineering and analytics teams to translate client grant reporting challenges into well-scoped data solution briefs.
  • Track account health metrics including portal adoption rates, client satisfaction, contract utilization, renewal risk, and expansion pipeline, and report regularly to leadership.
