About The Position

MPF Federal is seeking a senior Account Executive to lead capture and growth across our Healthcare portfolio, spanning government health agencies and commercial health systems. This is a hunter role with full P&L visibility; the Account Executive owns pipeline, capture strategy, and talent mobilization end-to-end, translating market intelligence into signed contracts and staffed delivery teams. As a member of the Business Development organization, this individual operates as a one-person capture-to-staffing engine, closing the historical gap between "contract awarded" and "billable headcount on day one." This position requires a candidate who has already run healthcare capture independently and has the recruiting literacy to source, qualify, and close key personnel against their own opportunities. The selected individual will carry a revenue target, exercise decision authority on bid/no-bid calls within agreed thresholds and operate with minimal supervision.

Requirements

  • Minimum 5 years of business development, capture, or account executive experience with documented wins in federal healthcare or health IT.
  • Minimum 2 years of full-cycle recruiting experience, including direct sourcing, candidate closing, and offer negotiation for clearance-required or clinical roles.
  • Excellent written and verbal communication; ability to brief C-suite internally and Contracting Officers, COs/CORs, and agency executives externally.
  • Demonstrated accountability and ownership, including outcomes, revenue attainment, compliance, and deliverables; with a track record of operating without continuous direction.
  • Willingness to travel up to 40% (agency meetings, industry days, customer sites, conferences).
  • US Citizenship is required due to the nature and contents of our government contracts

Nice To Haves

  • Bachelor's degree in Business, Healthcare Administration, Public Health, or related field; equivalent experience considered.
  • Existing customer relationships in the healthcare space
  • Familiarity with AI/workforce-enabled healthcare delivery (ambient scribing, clinical decision support, workforce analytics, AI governance).

Responsibilities

  • Owns the full capture lifecycle for government and commercial healthcare opportunities, identification, qualification, positioning, teaming, pricing-to-win strategy, and proposal coordination, consistent with Shipley-aligned capture discipline.
  • Builds and maintains a qualified pipeline across government and commercial health system accounts.
  • Exercises bid/no-bid decision authority within delegated thresholds; defends recommendations with opportunity scoring, PWIN analysis, and competitive landscape data.
  • Conducts customer call plans, agency listening sessions, and industry day engagement; converts customer intelligence into shaped requirements and pre-RFP positioning.
  • Identifies and negotiates teaming arrangements (primes, subs, SDVOSB/WOSB/8(a) partners) aligned to set-aside strategy and past performance gaps.
  • Maintains active coverage of lead status and agency forecasts; synthesizes signal into a ranked target list with clear rationale for where, when, and why to attack.
  • Tracks incumbents, recompetes, contract vehicles, and task order activity; positions MPF on the right vehicles ahead of demand.
  • Builds and executes named-account plans for commercial health system targets, integrating provider, payer, and life sciences segments.
  • Sources, screens, and closes key personnel against live and anticipated opportunities, including clinical, scientific, clearance-required, and executive-level roles, without waiting for handoff to a recruiting queue.
  • Owns candidate experience from first contact through offer acceptance.
  • Partners with the Talent Strategy team to translate capture-phase labor categories into validated candidate slates that survive evaluation and audit.
  • Serves as the capture voice in team reviews; ensures win themes, discriminators, and staffing narratives are defensible and priced accurately.
  • Executes clean transitions from award to delivery, ensuring program management receives a ready workforce, documented customer intelligence, and growth roadmap.
