About The Position

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our Science & Technology directorates include National Security, Earth and Biological Sciences, Physical and Computational Sciences, and Energy and Environment. In addition, we have an Environmental Molecular Sciences Laboratory, a Department of Energy, Office of Science user facility housed on the PNNL campus. The National Security Directorate (NSD) drives science-based, mission-focused solutions to take on complex, real-world threats to our nation and the world. The PNNL Field Intelligence Element (FIE) is an intelligence component of the Department of Energy (DOE) Office of Intelligence and Counterintelligence Field Intelligence Enterprise. The FIE Operations Division, part of the National Security Directorate, is comprised of a cohesive team of leaders stewarding the capabilities and resources of the FIE in support of Pacific Northwest National Laboratory, DOE, and other sponsors. The FIE is compliant, strategically proactive, and customer service oriented and offers efficient services and resources to support the FIE mission.

Requirements

  • High school diploma/GED and 4 years of relevant work experience -OR- AA or higher and 2 years of relevant work experience
  • Possess excellent written and verbal communication skills.
  • Experience with automated access control systems.
  • Ability to demonstrate proficient use of standard office equipment; demonstrate proficient use of MS Office Suite; prioritize work, and coordinate calendars/schedules; be responsible for commitments and action items.
  • Ability to identify potential access control administrative/security issues and recommend viable solutions.
  • Ability to use discretion and good judgment; independently make decisions; positively interact with a wide variety of PNNL staff and clients of all levels; resolve and/or advise management on a wide range of administrative issues; provide training and guidance to less senior or new staff when necessary.
  • Ability to support office functions and possess the ability to apply procedures; work with minimal supervision; use discretion and good judgment about processing and disclosing sensitive or confidential information effectively; direct workflow of others as appropriate.
  • Communicate and serve as an information resource on FIE policies, guidelines, and procedures.
  • Demonstrates professionalism, tact, communicates in a positive manner, and exhibits discretion.
  • Experience with general facility construction procedures.
  • Familiarity with Intelligence Community Directives
  • Experience working with classified programs and information.
  • Active DOE Q or DOD TS clearance (or the ability to obtain)

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the applicant selected for hire is subject to pre-employment drug testing, and post-employment random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
  • Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy if non-use of illegal drugs, including marijuana, for 12 months cannot be demonstrated.
  • This position requires the ability to obtain and maintain a federal security clearance.
  • The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job.
  • All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation).
  • Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
  • Mandatory Requirements: Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle.

Responsibilities

  • Provides technical expertise and support associated with the development and operation of one or more of PNNL's individual SAS programs (topical areas) and technical advice and assistance for the development and operation of programs managed by others.
  • Support levels provide technical and administrative direction, processing activities, and support to the Laboratory in a variety of SAS programs (topical areas) in accordance with DOE, other client, and PNNL policies and procedures.
  • Roles in the technician hierarchy are responsible for analysis and interpretation of DOE and other Government Agency regulations, laws, and orders, development of company policies and procedures, development and implementation of qualification training programs, leadership and oversight for the development, implementation and conduct of the assigned program elements (sub-topical areas), project management and oversight of assigned SAS project funding (to include budget development and cost control), and direct support to line management, project management, SAS program management, and the Federal SAS oversight entity for the evaluation and implementation of security requirements in the conduct of PNNL research and operations.

  • Control access to the PNNL FIE facilities and construction sites by verifying security credentials in accordance with PNNL, and Department of Energy (DOE) orders/policies, and Intelligence Community Directives (ICDs.)
  • Query staff entering/exiting PNNL FIE facilities and construction sites to ensure they have no prohibited or controlled articles, or classified documents or media.
  • Coordinate SCIF visitor identification verification and badging for all facility office moves and maintenance actions.
  • Schedule and maintain facility conference room calendars.
  • Schedule and coordinate meetings in FIE facilities.
  • Schedule and coordinate video telephone conferences in FIE facilities.
  • Schedule and coordinate telephone calls in the FIE facilities.
  • Provide facility and FIE information to assist staff and visitors.
  • Maintain a professional working area.
  • Demonstrate MS Office Suite proficiently.
  • Provide security administrative or security program support to the SSO Team and other FIE Security Programs teams as directed.
  • Provide occasional physical security and technical security support for facility construction activities.
