About The Position

We invite you to join Delta Area Economic Opportunity Corporation, a Missouri Community Action Agency, as part of our expanding Adult Education program. The YouthBuild Contract Specialist oversees and directs the planning, organizing, and implementation of the YouthBuild Program.

Requirements

  • Bachelor’s Degree required
  • 2 years experience in construction management

Responsibilities

  • Supervise the daily operations of the YouthBuild program, including the coordination of the education, construction, life skills, job placement, leadership, and case management components.
  • Develop and implement a program participant recruiting strategy.
  • Ensure the educational, vocational and/or job placement of YouthBuild graduates, in coordination with other YouthBuild staff.
  • Manage the YouthBuild contract and budget, including ensuring allowability of costs, tracking expenses, and appropriately distributing and documenting participant support funding.
  • Manage all grant reporting and data tracking per Department of Labor YouthBuild and YouthBuild USA requirements.
  • Ensure accurate and timely reporting and that project is meeting program outcomes.
  • Cultivate and maintain community partnerships to achieve YouthBuild outcomes; manage Memorandums of Understandings (MOUs) and other key collaborations.
  • Develop systems and program operations in conjunction with YouthBuild and other agency staff and participants.
  • Maintain a focus on continuous quality improvement.
  • Participate in YouthBuild USA committees, training opportunities and events as needed; ensure continuous improvement via YouthBuild USA certifications and affiliation.
  • Submits monthly requisitions for assistance to A/P and submits billing to appropriate funding source
  • Provide daily supervision to a crew of program participants engaged in work-based learning on an affordable housing construction site.
  • Facilitate construction training curriculum to meet the standards of industry-recognized credentials, including carpentry skills, proper tool and equipment usage, demolition, framing, insulation, roofing, drywall, and finish carpentry.
  • Serve as a liaison and on-site contact for general contractors, sub-contractors, and project sponsors.
  • Serve as Safety Officer, ensuring program participants follow proper safety procedures and protocols, including MHYC and OSHA standards.
  • Promote a positive safety culture.
  • Provide consistent and ongoing feedback, formal and informal, to all program participants.
  • Promote a solution-focused youth development environment in which program participants have the opportunity to develop new skills
  • Maintain thorough records throughout the length of the program, including, but not limited to tracking programmatic activities, training, project accomplishments, daily attendance and time records.
  • Support YouthBuild Program efforts to lead program participants toward achieving program goals, including high-quality project completion, certificate and diploma attainment, post-program placement, and positive program participant experiences.
