About The Position

The Yee gu.aa yax xˈwán Services Manager (Services Manager) serves as the primary point of contact and oversight for KIC’s Permanent Supportive Housing (PSH). This position works collaboratively with the Housing Director, other tribal departments, and external partners to provide housing stability for the residents. Acting as a staff and services liaison, this position will oversee all needs associated with PSH, ensuring Housing First principles are followed, residents are receiving services as required for program, and that partner agencies are providing appropriate services as outlined in program Memorandum of Agreements (MOA). Creates a needs-based environment where both staff and clients feel supported, respected, and connected to care; this position will work with the finance Revenue Cycle to create sustainability in program funding. Additional focus will be on property and service management oversight. The Services Manager will be responsible for creating a program that fosters resident independence through social development successes.

Requirements

  • Four years’ experience working in a trauma-informed environment or practice.
  • Two years’ experience in public, tribal or assisted housing programs.
  • One-year experience in program management, supervisory or lead role.
  • Associate’s degree in Public Administration, Business, Social Services or related field.
  • A combination of relevant experience, education, and training may substitute for education and experience requirements on a year-for-year basis.
  • Proof of valid driver's license with acceptable driving record.
  • Knowledge of regulatory guidelines, HUD Handbook 4350.3, Indian Housing Block Grant (IHBG) and Fair Housing laws.
  • Knowledge of administrative protocols, record-keeping and standard office operating systems.
  • Knowledge of Housing First Principles and trauma informed care.
  • Knowledge of rental assistance and affordable housing programs including, Native American Housing Assistance and Self-Determination Act (NAHASDA), Low Income Housing Tax Credit (LIHTC) and other programs affiliated with this project.
  • Ability to lead, train, and guide employees through utilizing positive solution-based methods.
  • Ability to comprehend and interpret technical documentation such as federal housing regulations and associated policies and procedures.
  • Knowledge of the community, social and economic resources available to low income and elderly individuals.
  • Ability to draft professional documents, liaison between departments, coordinate effective complex communication, and instructions.
  • Ability to effectively manage a budget.
  • Ability to problem solve through analyzing and improving workflows in a challenging environment, with limited instruction.
  • Ability to verify income, assets, and medical/childcare expenses to determine proper rent levels.
  • Ability to provide outreach and intervene in a professional capacity to prevent and address resident housing related issues.
  • Strong understanding and sensitivity to American Indian/Alaska Native (AI/AN) Tribal culture and lifestyle, working effectively with AI/AN populations.
  • Effective oral and written communication skills with sensitivity to the lifestyles of targeted participants.
  • Skills in operating personal computers using a variety of computer software.
  • Ability to establish and maintain cooperative working relationships with management, coworkers, and outside contacts.
  • Ability to maintain strict confidentiality and comply with all applicable federal and tribal privacy laws and KIC policy (HIPAA, HITECH, etc.).
  • Ability to learn and apply program/agency operating policies and procedures.
  • Ability to manage multiple priorities and tasks concurrently and meet deadlines.
  • Ability to work independently as well as with teams.

  • Bachelor’s degree in healthcare related field, business administration, public health, or a related field or equivalent combination of education, training and relevant work experience
  • Certified Occupancy Specialist (COS), CORES Certification.
  • Five years’ experience working in a trauma-informed environment or practice.
  • Three years’ experience in public, tribal or assisted housing programs.
  • Two years’ experience in supervisory role.
  • Experience in community clinic preferred and a strong commitment to multi-disciplinary teamwork.

Responsibilities

  • Provide direct oversight and accountability for PSH in alignment with all funding sources and investor requirements.
  • Supervise onsite staff in daily operations interdepartmentally; serving as the primary point of coordination for all functions, administrative, operational and logistical.
  • Oversee regular daily operations of property management, maintenance, repairs, and housekeeping; ensuring task completion.
  • Maintain all routine, emergency and compliance maintenance and shift logs for regulation requirements.
  • Provide direct administrative support, including answering phones, greeting tenants and supporting front desk coverage, as necessary.
  • Address with property maintenance any tenancy issues, such as hoarding, lease violations, and offer crisis mediation making referrals to case management to ensure tenants are able to maintain housing as appropriate
  • Maintain up-to-date directory of community resources and act as a liaison between future tenant- landlord-service provider relations during initial transition period.
  • Ensure timely compliance with vacant unit turnover, maintenance, repairs, and ensure new leases meet all compliance requirements before reentry.
  • Maintain staff schedule to ensure building safety and security requirements.
  • Act as community liaison for PSH, meeting with community partners, neighbors, residents and grant partners, to ensure successful relationships.
  • Maintain accurate, confidential resident records, ensuring program adherence to all compliance requirements.
  • Promote resident autonomy, wellness, and social integration through utilization of community- based resources and Housing First approach.
  • Establish and maintain long-term sustainable funding streams collaborating interdepartmentally.
  • Other related duties as assigned.
