About The Position

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses. This position is with the Workers' Compensation Division (WCD). WCD administers, regulates, and enforces the laws and administrative rules governing the Oregon workers' compensation system. This position is represented by the Service Employees International Union (SEIU). This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Requirements

  • A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years of experience coordinating or administering a program OR Any combination of experience or education equivalent to five years of experience coordinating or administering a program

Nice To Haves

  • Experience in case management, mediation, negotiation, facilitation or resolution of conflict
  • Experience in ergonomics, kinetics or biomechanics
  • Experience managing program funds including approving and dispersing funds, reconciling credit card statements, tracking purchases and receipts, following accounting policies and procedures
  • Knowledge of Oregon's workers' compensation system
  • Demonstrated ability to work collaboratively with others
  • Demonstrated excellent oral and written communication skills, including delivering presentations to small and large groups of people

Responsibilities

  • Provide technical direction to Oregon’s injured workers, agency staff, other state agencies, local governments, community organizations, and employers, to facilitate the delivery of worksite modification and other reemployment assistance from the Workers’ Benefit Fund in accordance with statute and administrative rules.
  • Representing the Employer-at-Injury Program and the Preferred Worker Program
  • Collaborating with other state agencies, government and community organizations, private businesses and injured workers to plan program services, establish new programs, and maximize resources to achieve similar goals
  • Developing program standards that others must follow to obtain program funding
  • Working with others to gain agreement on acceptable operational procedures and use of use of resources
  • Providing education and training to inform the public and agency staff about related laws, rules and regulations, job modification options and the availability of reemployment assistance through the Preferred Worker Program and the Employer-at-Injury Program
