HSCS serves 25+ facilities in Texas with over 18,000 employees who provide care to individuals with mental illness and intellectual disabilities. HSCS Workforce Transformation (WFT) is part of Staff Support Services (SSS) in the Business Operations Unit. The HSCS Workforce Transformation team supports HSCS facilities through data-informed, in-person, virtual, and hybrid, staff support activities. The Workforce Transformation Specialist (Training Specialist IV) works under the direction of the Workforce Transformation Director and performs highly complex training and development work. The WFT Specialist supports Staff Support Services’ (SSS) programs and activities through training development, coordination, and facilitation; training evaluation, data collection, and reporting; dashboard maintenance; SharePoint site creation and maintenance; and process improvement support. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. The ideal candidate is an adaptive facilitator who reads the room and adjusts style, energy, and approach to meet the needs of diverse audiences to include different staff levels, departments, leadership levels, and facility cultures. They are flexible and responsive and can tailor content, delivery, and tone based on the audience dynamics and real-time feedback. They have a demonstrated ability to pivot quickly and smoothly to unforeseen circumstances. This candidate will enjoy collecting quantitative and qualitative data using participant feedback, engagement data, and outcome metrics. They will utilize this data to track and report on training participation, effectiveness, and learner feedback, and will translate findings into clear insights for SSS leadership. The WFT Specialist will own and maintain the SSS SharePoint site to ensure consistency in branding and user experience. The SharePoint site will be used as a repository of resources for facility leadership and staff to include items such as micro training videos, full presentations, handouts, job aids, etc. The WFT Specialist will be responsible for the design and content of the site. This position, in addition to all SSS staff, is responsible for identifying trends and suggesting process improvement opportunities and ideas. Telework eligibility depends on agency policy and operational needs. This position will travel to HSCS Facilities in Texas and requires travel up to 50% of the time.

Requirements

  • Bachelor's degree in training, leadership, coaching, or related degree preferred. Education and experience may be substituted for one another on a year for year basis.
  • At least 1 year of experience working for a Texas State Supported Living Center or a Texas State Hospital.
  • Experience developing, coordinating, facilitating, or evaluating training, staff development, employee engagement, or staff support activities.
  • Experience collecting, organizing, analyzing, or reporting program, training, participation, feedback, or outcome data.
  • Experience creating, editing, organizing, or maintaining SharePoint sites, pages, lists, libraries, dashboards, or resource repositories.
  • Experience communicating with stakeholders, preparing written materials, presentations, reports, or recommendations, and supporting process improvement activities.
  • Knowledge of training and staff development principles, instructional design, curriculum development, adult learning practices, group processes, group dynamics, and interpersonal relations.
  • Knowledge of methods for developing learning objectives, agendas, presentations, facilitator guides, participant materials, job aids, evaluation tools, and other training resources.
  • Knowledge of program evaluation methods, data collection practices, feedback tools, performance measures, and techniques for assessing training effectiveness and program outcomes.
  • Skill in facilitating workshops, teambuilding activities, staff support sessions, and training activities in virtual, in-person, and hybrid environments.
  • Skill in oral and written communication, stakeholder coordination, presentation development, report preparation, and translating data findings into clear insights and recommendations.
  • Skill in using Microsoft 365 tools, SharePoint, dashboards, lists, trackers, training records, spreadsheets, and other software to organize content, maintain documentation, and monitor program activities.
  • Ability to assess training needs, evaluate training delivery methods and materials, identify barriers and trends, and recommend practical improvements.
  • Ability to create, organize, maintain, and improve SharePoint site content so resources are accurate, accessible, user-friendly, consistently branded, and aligned with SSS communication and training needs.
  • Ability to communicate effectively, adapt training delivery to diverse audiences, work collaboratively with the SSS team, and exercise initiative and independent judgment.

Responsibilities

  • Plans, develops, coordinates, and implements specialized training and staff development activities for the SSS programs and related Workforce Transformation initiatives.
  • Facilitates workshops, teambuilding activities, and staff support sessions for HSCS staff across Texas in virtual, in-person, and hybrid environments.
  • Develops and updates learning objectives, agendas, presentations, facilitator guides, participant materials, job aids, evaluation tools, and other training resources.
  • Maintains training calendars, rosters, participation records, completion data, and other documentation needed to support program implementation.
  • Promotes SSS programs, training, staff support resources, and follow-up tools to enhance employee engagement, communication, and workplace support.
  • Reviews training content for accessibility, consistency, and usability and recommends improvements to increase participant access and understanding.
  • Assists with coordinating vendor-provided or contracted training services related to assigned programs, as needed.
  • Collects, organizes, validates, and maintains data related to SSS programs and activities, including participation, completion, feedback, follow-up actions, implementation status, trends, and outcomes.
  • Develops, updates, and maintains evaluation tools, dashboards, trackers, reports, and other resources used to measure program performance and training effectiveness.
  • Identifies training needs, barriers, and improvement opportunities using facility input, leadership feedback, participant evaluations, training records, and program data.
  • Evaluates training delivery methods, materials, logistics, accessibility, and participant support to recommend practical improvements.
  • Consults with stakeholders to support implementation of SSS recommendations and prepare findings related to training quality, participation, outcomes, and follow-up needs.
  • Uses SharePoint lists, dashboards, training records, participant feedback, and other data sources to monitor SSS activities, initiatives, and progress toward identified goals.
  • Analyzes program and training data to identify patterns, gaps, risks, trends, and opportunities for improvement.
  • Prepares summaries, presentations, reports, and recommendations for SSS leadership, Workforce Transformation staff, facility contacts, and other stakeholders to support planning, follow-up, and decision-making.
  • Translates data findings into clear insights and actionable recommendations to improve training effectiveness, staff support activities, and program outcomes.
  • Owns, develops, and maintains the SSS SharePoint site as a centralized resource repository for facility leadership and staff.
  • Creates, organizes, and updates SharePoint content, including micro-training videos, presentations, handouts, job aids, and other staff support resources.
  • Ensures SharePoint pages and resources are accurate, accessible, user-friendly, consistently branded, and aligned with SSS communication and training needs.
  • Coordinates with Workforce Transformation staff and stakeholders to identify needed resources, remove outdated content, and improve the overall site experience.
  • Performs related work as assigned.
