About The Position

The Workforce Navigator, working within the RISE Re-Entry Department, is primarily a field-based position responsible for conducting street outreach, engagement, and workforce navigation services for individuals experiencing homelessness and those who are justice-impacted, including individuals preparing for release from incarceration or recently returning to the community. The Workforce Navigator provides employment readiness services, career coaching, education, advocacy, and navigation to individuals seeking meaningful employment, vocational training, educational opportunities, and economic stability. Utilizing a strengths-based, trauma-informed, and client-centered approach, the position engages hard-to-reach populations in encampments, shelters, correctional facilities, and community settings, helping participants overcome barriers to employment and connect to workforce development programs, reentry-friendly employers, legal services, educational institutions, and other resources that support self-sufficiency and successful community reintegration. The Workforce Navigator collaborates closely with multidisciplinary teams to ensure participants are linked to healthcare, behavioral health treatment, housing, benefits, and supportive services that promote overall wellness, stability, and long-term success.

Requirements

  • High school diploma or GED required
  • Two years’ related experience within human services and/or public health.
  • Two years’ experience conducting community and/or street outreach, specifically to hard-to-reach populations.
  • Must have experience working with diverse and incarcerated populations.
  • Strong interpersonal and communication skills.
  • Excellent word processing skills with MS Word, Excel, Internet Explorer, and Outlook.
  • Excellent management and organizational skills.
  • Ability to multi-task and work effectively in a time-sensitive environment.
  • Demonstrate ability to anticipate needs and solve problems, prioritize conflicting demands,
  • Follow-up on tasks and meet deadlines with minimal supervision.
  • Reliable transportation and flexibility to travel between Los Angeles, San Bernardino, and Riverside Counties as needed.
  • Flexibility to work evenings and weekends as needed for community events.

Responsibilities

  • Conduct street outreach, engagement, and workforce navigation services for individuals experiencing homelessness and those who are justice-impacted in encampments, shelters, correctional facilities, and community settings.
  • Provide individualized employment readiness services, including career coaching, resume development, mock interviews, professional dress preparation, workplace etiquette, smartphone and computer literacy, and job retention strategies.
  • Collaborate with participants to develop individualized workforce plans based on their strengths, barriers, employment goals, educational aspirations, and vocational interests, while regularly reviewing and updating plans to reflect progress and changing needs.
  • Assist participants with online and in-person job searches, completion of applications, development of employment profiles, email communication, and other activities necessary to secure and maintain employment.
  • Facilitate workshops and skill-building activities designed to increase digital literacy, financial stability, workplace readiness, communication skills, and self-sufficiency among justice-impacted individuals and individuals experiencing homelessness.
  • Utilize a strengths-based, trauma-informed, and client-centered approach to engage hard-to-reach populations and support participants in overcoming barriers related to incarceration, homelessness, transportation, technology access, documentation, and other social determinants of health.
  • Develop and maintain relationships with reentry-friendly employers, workforce development agencies, educational institutions, apprenticeship programs, and community partners to expand employment opportunities and career pathways for participants.
  • Provide advocacy and navigation services to help participants access legal services, including expungement assistance, family reunification support, housing-related legal resources, immigration services, and employment rights education to address barriers impacting economic stability.
  • Collaborate closely with multidisciplinary teams, including Community Health Workers, Peer Recovery Specialists, Behavioral Health Clinicians, healthcare providers, and external partners to ensure participants are connected to healthcare, behavioral health treatment, housing, public benefits, substance use treatment, and other supportive services necessary for successful community reintegration.
  • Participate in community outreach events, resource fairs, hiring events, and educational workshops to increase awareness of available workforce and reentry services.
  • Maintain timely, accurate, and audit-ready documentation in electronic health records and other reporting systems, ensuring compliance with grant requirements, program standards, and organizational policies.
  • Collect and track participant outcomes and service data to support quality improvement efforts and ensure achievement of program deliverables and performance measures.
  • Perform other duties as assigned to support the mission of St. John's Community Health and the RISE Re-Entry Program.
