About The Position

This role directly supports the Economic Impact & External Affairs Manager by focusing on the craft workforce side of projects by connecting workers to employment opportunities, strengthening workforce pipelines, supporting workforce commitments, and building relationships with labor and community partners. The successful candidate will combine construction workforce knowledge with strong relationship management, coordination, and reporting skills. This individual will work independently across multiple projects to help trade partners meet workforce commitments, expand access to construction careers, and document measurable workforce outcomes.

Requirements

  • Bachelor’s degree in workforce development, human resources, public policy or related field (or equivalent experience).
  • 3-5 years of experience in construction workforce coordination, job coordination, workforce development, labor relations, apprenticeship programs, or a related field.
  • Working knowledge of construction operations, organized labor, building trades, and apprenticeship or pre-apprenticeship pathways.
  • Strong communication and relationship-management skills across project, field, labor, and community environments.
  • Strong organizational, problem-solving, and data-tracking skills, with the ability to work independently across multiple projects.
  • Ability to travel regularly to project sites and occasionally attend events outside standard business hours.

Nice To Haves

  • Experience supporting local hire, apprenticeship utilization, transitional worker, Project Labor Agreements (PLAs), Community Workforce Agreements (CWAs), or similar workforce requirements preferred.
  • Familiarity with prevailing wage, certified payroll, workforce compliance documentation, and reporting preferred.
  • Experience with LCPtracker or comparable software preferred.
  • Bilingual English/Spanish communication skills strongly preferred.

Responsibilities

  • Partner with project teams and trade partners to identify craft workforce needs, upcoming hiring opportunities, and potential participation gaps.
  • Vet and connect qualified craft workers with employment opportunities based on project needs, worker qualifications, apprenticeship status, local hire requirements, and other applicable workforce commitments. Maintain contact with workers throughout the referral and onboarding process.
  • Perform project-specific Job Coordinator duties, including workforce dispatch coordination, pre-job conferences, craft worker request tracking, transitional worker documentation, sponsorship activities, and workforce reporting requirements.
  • Develop and maintain relationships with building trades, union apprenticeship programs, workforce development agencies, community-based organizations, pre-apprenticeship programs, and educational institutions to strengthen workforce pipelines and support project hiring goals.
  • Participate in apprenticeship graduations, candidate interviews, sponsorship activities, worker placement efforts, and other events that support entry into and advancement within the construction trades.
  • Coordinate with HSE, project teams, trade partners, and internal partners to support craft worker onboarding, jobsite access, worker placement, retention, and resolution of workforce-related barriers.
  • Plan and participate in hiring fairs, career events, workshops, apprenticeship awareness activities, and other outreach efforts that strengthen local workforce pipelines.
  • Partner with Labor Compliance to monitor workforce commitments and support compliance with local hire, apprenticeship utilization, transitional worker, prevailing wage, certified payroll, and other project workforce requirements.
  • Maintain accurate workforce records and reporting through LCPtracker and other applicable project systems.
  • Track and communicate workforce outcomes, including worker placements, apprenticeship sponsorships, retention, career advancement, and other examples of project or community impact.
  • Support workforce-related project planning and pursuits by providing information on local labor availability, workforce partners, training programs, and applicable workforce requirements.
