About The Position

Harkcon is seeking an Intermediate-Level Workforce Analyst to support workforce, organizational, and performance analysis efforts for U.S. Government clients. This position works as a key member of project teams, independently conducting analytical activities while collaborating with Project Managers, senior analysts, clients, and other stakeholders. The ideal candidate brings strong analytical and problem-solving skills, experience conducting workforce and organizational analyses, and the ability to translate quantitative and qualitative information into clear findings and actionable recommendations.

Requirements

  • Bachelor’s Degree (BA or BS) in Business Administration, Human Resources, Organizational Development, Industrial/Organizational Psychology, Instructional Systems Design, or a related discipline.
  • 3–5 years of experience performing workforce analysis, organizational analysis, performance analysis, business process analysis, or similar analytical work.
  • Experience conducting or supporting workforce requirements, staffing, job-task, organizational, or business process analyses.
  • Experience conducting quantitative and qualitative data collection and analysis.
  • Experience participating in interviews, focus groups, direct observations, or other structured data collection activities.
  • Demonstrated ability to identify problems, evaluate potential solutions, and develop data-supported recommendations.
  • Strong proficiency with Microsoft 365 tools, particularly Excel, Word, and PowerPoint.
  • Ability to analyze and present complex information clearly to diverse audiences.
  • Strong written and verbal communication skills.
  • Strong organizational skills and demonstrated ability to manage multiple tasks, priorities, and deadlines.
  • Ability to work effectively both independently and as part of a collaborative project team.
  • Experience working on U.S. Government contracts or in similarly structured environments.
  • Ability to successfully complete a U.S. Government background investigation.

Nice To Haves

  • Experience with workforce requirements determination or workforce modeling methodologies.
  • Experience with training analysis, curriculum development, or performance support solutions.
  • Familiarity with Human Performance Technology (HPT), Instructional Systems Design (ISD), Business Process Reengineering (BPR), or similar structured methodologies.
  • Experience developing or supporting staffing models and workforce forecasting tools.
  • Advanced Excel or data visualization experience, including Power BI or similar tools.
  • Experience facilitating client interviews, focus groups, workshops, or working sessions.

Responsibilities

  • Conduct workforce and organizational analyses, including workforce requirements determination, staffing analyses, organizational assessments, and performance improvement studies.
  • Conduct end-user needs assessments and performance assessments to identify organizational, team, and individual performance gaps.
  • Perform job-task analysis, process mapping, business process analysis, cost-benefit analysis, feasibility analysis, and other structured analytical activities.
  • Analyze quantitative and qualitative data to identify trends, gaps, workload drivers, and opportunities for improved organizational effectiveness and efficiency.
  • Apply established workforce, performance improvement, and business process methodologies to support the development of findings and recommendations.
  • Plan, coordinate, and conduct data collection activities, including interviews, focus groups, surveys, direct observations, document reviews, and data analyses.
  • Develop data collection instruments and analytical tools in coordination with senior analysts and Project Managers.
  • Organize, validate, and analyze collected data to support workforce models, staffing recommendations, and organizational assessments.
  • Maintain traceability between source data, analytical assumptions, calculations, findings, and recommendations.
  • Work directly with government clients and stakeholders to gather information, clarify requirements, and understand operational and organizational challenges.
  • Facilitate or support interviews, focus groups, workshops, and working sessions with stakeholders at multiple organizational levels.
  • Present analytical findings and recommendations clearly through briefings, reports, and working sessions.
  • Support senior analysts and Project Managers in refining problem statements, analytical approaches, and project objectives.
  • Independently manage assigned analytical tasks and work products within established project schedules and requirements.
  • Coordinate with project team members to ensure analytical activities are integrated and completed on schedule.
  • Support Project Managers and senior analysts in planning and executing complex workforce and organizational analysis efforts.
  • Provide informal guidance and quality review support to junior analysts when appropriate.
  • Manage multiple priorities and meet short deadlines in a fast-paced consulting environment.
  • Develop high-quality, client-ready reports, briefings, analytical tools, and technical documentation.
  • Clearly document methodologies, assumptions, analytical results, and recommendations.
  • Ensure deliverables are technically accurate, logically organized, and consistent with client requirements and professional business writing standards.
  • Translate complex analytical information into clear, concise products appropriate for technical and non-technical audiences.
