About The Position

This role is responsible for providing financial, educational, and career planning assistance to students, as well as having secondary responsibility for coordinating services with internal supports at the college and with community-based resources through established partnerships with Workforce Development Boards, Kitsap Economic Development Alliance, Mason Economic Development Council, America Works, Worksource, and community service organizations. This position works in collaboration with both internal stakeholders and external partners toward the goal of effectively meeting the program performance goals and student outcome objectives of the Worker Retraining Program. This includes ensuring compliance with the legislative intent of the funding source, including restricting support to professional-technical (Career and Technical Education/CTE) programs aligned with local workforce demands and those that support industries and sectors with regional economic significance. The Worker Retraining Transitions Coordinator participates as a public-facing, contributing member of the Workforce Development Advisory Committee and participates as a lead member of the Worker Retraining Financial Aid Advisory Committee, working with these stakeholders to oversee and guide fiscal, programmatic, and student support elements of the program. The Worker Retraining Transitions Coordinator enhances the successful performance, retention, completion, and job placement of Worker Retraining students through the strategic use of funding to support achievement of academic goals and thoughtful advisement related to the status of the local and regional economy, the current state of the job market across all industries, and career and training opportunities available through community services organizations and offered by local businesses. The Worker Retraining Transitions Coordinator collects, reports, and reconciles student data, financial data, and other data points for Olympic College departments and the State Board of Community and Technical Colleges. The Worker Retraining Transitions Coordinator is a valued member of the Workforce and Economic Development Department and supports department and campus-wide initiatives.

Requirements

High School Diploma/GED and five (5) years of combined work or education experience in social, educational, or human services program delivery (or equivalent).
Experience with data tracking and data management.
Demonstrate experience working successfully with individuals and groups of diverse cultural, racial, ethnic, religious, linguistic, geographic, and socioeconomic backgrounds, and with people who have diverse physical and learning disabilities.
Demonstrate experience collaborating successfully with faculty, colleagues, and/or students, including resolving conflicts in a professional manner and fostering a climate of multi-cultural understanding and appreciation.
Demonstrate excellent written and verbal communication skills with the ability to communicate effectively with internal stakeholders and external stakeholders through a variety of communication platforms.
Demonstrate ability to understand complex oral and written instructions, as well as effectively provide complex oral and written instructions to students and stakeholders.
Demonstrate computer literacy skills and proficiency in use of personal computer and MS Office 365 applications and ability to adhere to data integrity and analysis standards and expectations.
Exhibit reliability and integrity in maintaining assigned work schedule and completing tasks with demonstrated ability to manage and prioritize multiple tasks and deadlines while being attentive to details.
Demonstrate ability to follow institutional policies and procedures and comply with local, state, and federal laws, regulations and ordinances, including meticulous maintenance of files, records, and reports.

Nice To Haves

Bachelor's degree from an accredited College or University in workforce development, education, public administration, social or human services, or a related field and one (1) year of experience in social, educational, or human services program delivery or equivalent.
Associate's Degree in workforce development, education, public administration, social or human services, or related field and three (3) years of experience in social, educational, or human services program delivery or equivalent.
Experience with program design and workshop facilitation.
Familiarity or direct experience with Worker Retraining, workforce development programs, grant programs, and/or under- or unemployed workers, disadvantaged populations, or underrepresented groups.
Knowledge of competency-based education and/or experiential teaching models.

Responsibilities

Conduct outreach, recruit students, interact with project participants, market programs, and promote enrollment in the Worker Retraining, and all other Workforce Education programs and OC programs.
Coordinate comprehensive outreach, recruitment, awards, eligibility, and orientation efforts by maximizing academic and student support services with internal OC partners, including Financial Aid, Accounting, Advising & Counseling, Workforce Development, Worker Retraining, Education Opportunity Center, SING, Financial Services; and, external partners, such as the Department of Social and Health Services, Employment Security Department, Department of Vocational Rehabilitation, Workforce Investment Opportunity Act, Commerce, Veterans organizations and agencies, and other employers and community-based organizations.
Serve as liaison with the Washington State Employment Security Department programs, Washington State Dept. of Labor and Industries, and other such services through external agencies, departments, community partners, organizations, and partners.
Coordinate and provide financial support for apprenticeship and helper programs, including at Puget Sound Naval Shipyard (PSNS) and other applicable military programs.
Facilitate integrated case management and planning for each student with emphasis on successful participation in and completion of training tied to employment and career progression opportunities.
Coordinate and provide assessment for project participants using a variety of tools to determine fit and need (e.g., CASAS, skills/interest inventories, informational interviews and/or job/class shadows to support career exploration, etc.).
Compile results from assessments conducted by others to determine: (a) if the individual qualifies under eligibility guidelines, (b) if the individual is interested in pursuing training, (c) what level of support is needed for the individual to pursue and succeed in training, (d) the appropriate level of training for the individual, and (e) any other determinations deemed necessary by the Transition Coordinator and project partners.
Ensure students are fully informed of about training opportunities, prerequisites, required competencies, enrollment processes, and likely occupational outcomes.
Support development of individual academic plans with students, including identifying and packaging support resources to ensure successful participation, completion, and retention for training and employment.
Support students to successfully participate in foundational and/or entry-level training and education, including basic studies, transitional studies, ABE and GED programs, HS+ program, and other equivalency opportunities.
Create and present information sessions, workshops, etc. related to student success and development, as well as pre-employment strategies for job seeking and employment retention.
Attend and organize off-site recruitment opportunities and serve as primary contact to community partners.
Coordinate outreach, recruitment, advertising, and retention efforts by collaborating with OC faculty and staff as well as internal and external partners.
Assist participants in leveraging support and resources for which they may be eligible through such channels as WorkSource, WIOA, DVR, Veterans Services, DSHS, Employment Security, and other services.
Respond to inquiries from potential students and current students in the student services virtual office, email, social media, phone, and other platforms.
Support participants in their transitions to and retention in employment, including but not limited to leveraging job search and employment services from the WorkSource system and other channels as appropriate, maintaining and managing information on employment opportunities for students including publication, dissemination, and posting.
Work with employers, businesses, and industry partners to assist students with career and education planning and facilitate employment placement, retention, and advancement as necessary.
Work cooperatively with college divisions, faculty, staff, and administration to deliver and/or support programs.
Adhere to college, federal, and state administrative procedures, guidelines, initiatives, and directives to ensure compliance with all relevant regulations affecting college operations.
Attend weekly, monthly, and quarterly meetings held by college and outside agencies to represent the Worker Retraining Program
Attend meetings and events to represent Olympic College.
Performs other related duties as required and/or assigned.
Coordinate awards to students on a quarterly basis, according to established local, state, and federal guidelines.
Train other OC employees and partners in items related to effectively administering Worker Retraining, SBCTC, ctcLink, and other grant processes according to established local, state, and federal guidelines.

Maintain and monitor student data tracking files for new and returning students to comply with required documentation and compliance issues established by Worker Retraining, SBCTC, ctcLink, and other grant processes according to established local, state, and federal guidelines.
Collect and report student and participant activity, outcome data, and other relevant data as requested.
Track financial items regarding program expenditures for tuition, supplies, student services, and other appropriate costs, according to grant guidelines and financial accountability.
Coordinate and maintain accurate student coding for SBCTC, ctcLink, OC Financial Aid, Accounting, Registrar, and other partners.
Maintain financial spreadsheets, enrollment data, databases, and other applicable data to provide reports for local and state partners and to take corrective action, investigate discrepancies, and resolve imbalances.
Generate accounting reports and assist in financial reconciliation with internal and external partners.
Maintain and monitor completion and performance measures, including items such as StartNextQuarter, New Student Survey, mid-quarter Survey, FTE, and Worker Retraining WARNS, among other tools.
Manages and enters monthly billing invoices for bookstore purchases, initiating corrective action when necessary.
Performs other related duties as required and/or assigned.
