About The Position

The Work Participation Manager leads the oversight and operational performance of Gesher’s work participation and benefits-aligned programming within Michigan Works! career center operations. This includes direct management of PATH, FAE&T, and Medicaid registration services, as well as coordination of special projects as assigned. The Manager is responsible for ensuring participant engagement, work participation rate compliance, accurate data reporting, and alignment with state and federal program requirements.

Requirements

  • Bachelor’s degree in social work, human services, public administration, workforce development, or related field required.
  • Minimum of three years of experience in workforce development, public benefits programs, case management, or a related field, with at least two years in a supervisory or lead capacity.
  • Demonstrated knowledge of PATH, FAE&T, WIOA, and Michigan’s work participation requirements.
  • Familiarity with Medicaid eligibility processes and benefits navigation.
  • Strong interpersonal, communication, and organizational skills.
  • Experience working with individuals facing barriers to employment, including those involved in public assistance programs.
  • Ability to manage multiple funding streams and associated compliance requirements simultaneously.

  • Business Solutions Professional (BSP) and/or Facilitating Career Development (FCD) certification preferred.

Responsibilities

  • Oversee day-to-day operations of PATH, FAE&T, and Medicaid registration services delivered through the career centers.
  • Ensure program activities meet state-defined work participation rate requirements and contractual performance targets.
  • Monitor participant engagement, activity hours, and compliance with program requirements across all assigned funding streams.
  • Supervise case managers and enrollment staff to ensure quality service delivery, accurate documentation, and timely follow-through with participants.
  • Review and approve case plans, activity assignments, and supporting documentation in accordance with program policy.
  • Coordinate Medicaid registration activities and ensure timely enrollment and referral for eligible participants.
  • Lead implementation of special projects as assigned, including new program initiatives, pilot activities, and cross-functional service integration efforts.
  • Maintain accurate data in OSMIS and other required systems; ensure case notes, activity records, and participation documentation meet funder standards.
  • Prepare and submit required reports to Michigan LEO, MDHHS, and internal leadership on a scheduled and as-needed basis.
  • Identify trends in participation, barriers, and program outcomes and develop corrective action strategies in coordination with the Career Center Director.
  • Ensure all program activities align with applicable state and federal regulations, including WIOA, 2 CFR Part 200, and MDHHS program policy.
  • Collaborate with career coaches, business services staff, and community partners to connect participants to employment pathways and supportive services.
  • Coordinate with MDHHS liaisons, DWIHN, and other referral sources to support integrated service delivery and warm handoffs.
  • Recruit, onboard, and evaluate assigned staff. Set clear performance expectations, provide regular feedback, and complete written evaluations as required.
  • Support professional development and build team capacity to achieve program outcomes.
  • Address performance concerns in coordination with Human Resources consistent with agency policy.
  • Other duties as assigned.
