About The Position

The Employment Security Department (ESD) is seeking a compassionate, customer-focused workforce professional to serve as a WorkSource Specialist 4. The ideal candidate is passionate about helping individuals overcome barriers to employment through comprehensive career coaching, case management, and workforce development services. They excel at assessing customer needs, developing individualized employment and training plans, determining program eligibility, and connecting customers with resources that lead to sustainable employment and self-sufficiency. The successful candidate builds strong relationships with employers, community partners, and service providers, communicates effectively with diverse populations, maintains accurate program documentation, and delivers workshops and employment services with professionalism, empathy, and accountability while ensuring compliance with program policies and regulations. This position is located in Silverdale and requires in person attendance. Upon completion of probationary period, 1 day of teleworking per week may be provided and dependent on the business needs of the office. About the Workforce Services Division: Workforce Services Division (WSD) is made up of three Lines of Business: WorkSource, Central Operations System Support, and Washington Service Corps (WSC). WSD administers the Labor Exchange (LEX), Migrant and Seasonal Farmworker (MSFW), Veterans Services, Trade Adjustment Assistance (TAA), and WorkFirst programs for job seekers and employers in Washington and provides job seekers with referrals to partners providing Workforce Innovation & Opportunity Act (WIOA) adult, youth, and dislocated worker training and support services.

Requirements

  • One year as a WorkSource Specialist 3 or equivalent class within the Employment Security Department, or another state’s Employment Security agency OR Three years of professional experience in workforce development, social or human resource services, public relations, or professional public contact work. OR A combination of education and/or relevant experience.
  • Client-Centered Service Delivery: Needs assessment to evaluate client situations, goalsetting to establish realistic objectives, case management to develop and oversee service plans, problem-solving to address barriers, and communication skills to guide and support clients effectively.
  • Eligibility Assessment Expertise: Ability to evaluate and determine client qualifications.
  • Employability Plan Development Expertise: Ability to structure personalized career growth strategies.
  • Career Coaching and Follow-Up Expertise: Ability to provide ongoing workforce guidance.
  • Must be able to pass an Unemployment Insurance (UI) and Paid Family Medical and Leave (PFML) claim and fraud check.

Responsibilities

  • Conduct comprehensive customer assessments, determine program eligibility, develop individualized employment and training plans, and provide ongoing case management to help customers overcome barriers and achieve sustainable employment.
  • Deliver career coaching, employment counseling, job search assistance, and individualized support by connecting customers to training opportunities, supportive services, community resources, and employment opportunities.
  • Administer career assessments, interpret results, evaluate workforce readiness, and use labor market information to develop personalized employment strategies and informed career pathways.
  • Build and maintain collaborative relationships with employers, workforce partners, community organizations, and service providers to coordinate services, identify job opportunities, and support customer employment outcomes.
  • Maintain accurate case records, service plans, program documentation, expenditures, reports, and data in multiple case management systems while ensuring compliance with agency policies, state and federal regulations, and program requirements.
  • Facilitate individual and group orientations, workshops, and employment readiness training using in-person and virtual instructional methods to educate customers on workforce programs, job search strategies, labor market information, and career development.
