About The Position

Under the direction of the Nursing Director, the WIC Director oversees the administration, management, planning, implementation, evaluation, and quality of the TriCounty Health Department WIC Program. Ensures compliance with federal and state WIC regulations, contractual requirements, and department policies. Responsibilities include fiscal and contract management, staffing, strategic planning, quality assurance, program integrity, audits, performance monitoring, and evaluation. The WIC Director collaborates with state WIC personnel, community partners, healthcare providers, vendors, and department leadership to ensure effective program operations and quality services for WIC participants.

Requirements

  • Active Utah Registered Nurse (RN) license.
  • Minimum of three years of experience in WIC, public health nutrition, maternal and child health, nursing, or a related public health program.
  • Demonstrated supervisory or management experience.
  • Demonstrated knowledge of WIC program requirements, federal and state regulations, program administration, and quality assurance.
  • Current CPR/BLS certification.

  • Bachelor's degree in Nursing, Nutrition, Public Health, or a related field, preferred.

Responsibilities

  • Provides overall leadership and direction for the TriCounty Health Department WIC Program and ensures program services are delivered in accordance with federal and state regulations, policies, contracts, and department procedures.
  • Develops, implements, and evaluates program goals, objectives, policies, procedures, and operational strategies to meet WIC requirements and community needs.
  • Maintains overall responsibility for program fiscal management, including monitoring expenditures, budgets, funding, contracts, and allowable program costs.
  • Oversees preparation for and completion of annual WIC audits, reviews, monitoring visits, and corrective action requirements; develops, implements, and monitors corrective action plans as necessary.
  • Monitors program performance through quality assurance activities, self-audits, participant satisfaction surveys, caseload data, financial reports, performance measures, and other program indicators.
  • Ensures program integrity and compliance with eligibility, certification, documentation, confidentiality, nutrition education, food benefits, vendor, and other WIC requirements.
  • Oversees the development and implementation of the annual WIC nutrition education plan and other required program plans, reports, and submissions.
  • Reviews program data and reports to identify trends, deficiencies, opportunities for improvement, and resource needs; implements changes as appropriate.
  • Provides supervision, direction, and performance management for WIC staff, including hiring recommendations, onboarding, training, performance evaluations, coaching, discipline, retention, and other employment-related recommendations.
  • Establishes staffing plans and work assignments to ensure adequate coverage and effective delivery of WIC services at all TriCounty Health Department locations.
  • Ensures WIC staff maintain required qualifications, certifications, competencies, continuing education, and annual training requirements.
  • Oversees WIC vendor relations and compliance, including vendor monitoring, audits, training, investigations, sanctions, and required reporting.
  • Oversees the breastfeeding peer counselor contract and coordinates department efforts to promote, support, and protect breastfeeding.
  • Serves as a liaison with the Utah WIC Program, healthcare providers, community organizations, vendors, and other partners.
  • Investigates allegations of participant or vendor program abuse and fraud and takes or recommends appropriate action in accordance with federal, state, and department requirements.
  • Participates in hearings, reviews, investigations, and other administrative proceedings related to WIC program integrity as required.
  • Ensures clinic operations are monitored regularly and that identified deficiencies are addressed through timely corrective action.
  • Promotes integration of WIC nutrition services with other TriCounty Health Department programs and community health initiatives.
  • Represents TriCounty Health Department at WIC meetings, professional organizations, conferences, workshops, and other community or state activities.
  • Provides nutrition counseling and clinical WIC services as needed to maintain program competency, support staffing needs, and ensure continuity of services.
  • Maintains knowledge of current federal and state WIC regulations, nutrition standards, clinical practices, technology systems, and program requirements.
  • Develops and maintains appropriate records, documentation, reports, and performance measures.
  • Travels to TriCounty Health Department locations and other required locations as needed.
  • Performs other duties as assigned.
