Welding Inspection Supervisor

About The Position

Plan, lead, coordinate, and perform activities within the Welding Inspection (WI) Department. Activities include daily coordinating, overseeing, and providing inspection of all welding activities at Y-12 (including Maintenance and Construction). Maintain three Rod Rooms which serve as hold and/or issue points for rods for all welding activities conducted by Construction, Maintenance and Manufacturing. Serve as subject matter expert on WI procedures and WI activities. Additional assigned activities include coordinating the Weapons Program dye penetrant operations, clean and bag operations as well as Y-12 manufacturing work-for-others and Y-12 fabrication weld inspection activities. Also includes serving as Hazardous Materials Inventory System (HMIS) custodian. Requires interfacing with managers at all levels, engineers of all disciplines and Health and Safety personnel, operations and maintenance personnel, internal and external audit teams, and the National Nuclear Security Administration (NNSA) personnel. Provides leadership in maintaining safe working conditions, provides input on goals and expectations to manager, and prioritizes and integrates work within the group. Ensures the principles of the Integrated Safety Management System (ISMS) and Integrated Safeguards and Security Management (ISSM) are used for all activities. Ensures strict application of regulations for security and plant protection. Participates in the formal safety investigations of all accidents involving WI employees working in the operating area, and assists in submitting documentation on the incident to ES&H. Plans and schedules work of technicians and inspectors. Serves as point of contact for all activities within their operating area, interfacing with the facility operations manager, Y-12 Quality Operations Manager, and support engineers on status of operating activities and projects. Participates in the facility Plan of the Day and provides communication between the facility and their operating areas. Assigns, directs, and monitors work to meet production quality and schedule requirements. Reads and interprets, and works from engineering drawings, written or oral instructions, sketches, and specifications to develop assignments. Assists training of employees as needed. Ensures that tools and equipment are in proper working condition, are certified/calibrated, and that necessary materials and supplies are available in a timely manner. Ensures operating area personnel read and understand applicable requirements, standing orders, work permits, procedures, and policies prior to performing operations. Ensure all personnel are certified prior to performing work and approved procedures, environmental regulations, criticality and facility safety requirements, materials inventory, and operating practices are in accordance with Conduct of Operations and Authorization Basis requirements. Participates in the development, review, and approval of administrative and technical procedures to ensure safety, health, criticality/facility safety, security, quality, and conduct of operations requirements are appropriately instituted. Serves as a communication link between hourly, supervisory/management, and technical support/engineering personnel. Maintains awareness and keeps appropriate personnel informed of equipment status and conditions by maintaining floor presence in the operating area before or after shift turnover and periodically during the shift. Works with support engineering staff to coordinate equipment projects in their operating area and gain maintenance repairs for equipment outages. Responds promptly to problems in the assigned facility.

Requirements

Bachelor's degree with a minimum five (5) years experience as an American Welding Society (AWS) Certified Welding Inspector (CWI) with a strong background in non-destructive examination.
OR Thirteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).
Certification to the American Society for Nondestructive Testing (ASNT) recommended practice SNT TC 1A for Level II in VT, PT and AWS-CWI.
Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status.
The ability to obtain and maintain a Department of Energy Q clearance is required.
This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
This position may be categorized as a “designated position” identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.

Nice To Haves

Knowledge and experience in the use and interpretation of major weldment fabrication and inspection codes and standards, including AWS, ASME BPVC, ASME piping codes, and welding-related engineering specifications.
Knowledge and experience in the requirements for qualifying welders and welding procedures in accordance with AWS, ASME, and engineering specifications.
Level III Certification to the American Society for Nondestructive Testing (ASNT) recommended practice SNT in VT and PT.
Ten (10) years experience working as a journeyman welder, using design and field drawings associated with various codes i.e. American Society of Mechanical Engineers (ASME) and American Welding Society (AWS) D1.1.
Good communication skills and the ability to understand disciplined compliance to Y-12 procedures and policies.
Strong working knowledge of welding, welding fabrication, welding inspection and nondestructive testing methods, procedures, equipment, safety awareness of these processes, and weapon quality requirements is desired.
