About The Position

The City of Appleton's Health Department is seeking a Weights & Measures Specialist to join their team. This role is crucial for promoting consumer protection and fair-trade practices by assisting the Operations Supervisor - Health in administering and operating Weights and Measures (W&M) inspection programs within Appleton and contracted municipalities. The position involves ensuring accuracy, proper labeling, and fair-trade practices through inspections, tests, and enforcement actions on various commercial equipment and products. The incumbent will work under the general direction of the Operations Supervisor – Health.

Requirements

High school diploma or equivalency required.
Mechanical aptitude highly preferred.
National Incident Management System (NIMS)/Incident Command System (ICS) 100, 200, and 700.a, and 800 certification within six (6) months of employment.
Possess and maintain a valid Wisconsin driver's license.
Knowledge of public health principles and experience in applying these in the context of community health initiatives and emergency response operations.
Knowledge of laws, ordinances, and regulations governing W&M activities.
Knowledge of investigative rules, policies, and procedures relating to program non-compliance.
Knowledge of the legal process, collection of evidence, and case documentation.
Ability to investigate complaints and resolve them or, if necessary, initiate appropriate legal action.
Ability to communicate effectively, both orally and in writing, with individuals within and outside the organization.
Ability to read verbal and non-verbal cues, enhancing the assessment of stakeholder honesty and intent.
Skilled in employing tactical communication strategies to engage effectively, elicit information, and build trust across diverse groups, ensuring transparent and productive interactions.
Ability to prepare, maintain, and manage accurate and detailed records.
Proficient in using computer hardware and software related to inspection processes and recordkeeping.
Ability to prioritize work and work under limited supervision in completing job assignments.

Responsibilities

Collects and analyzes data from W&M inspections, interprets results, and makes recommendations for corrective actions.
Provides technical assistance and regulatory compliance advice to individuals, groups, and organizations regarding W&M issues.
Assists in coordinating W&M activities with other agencies and jurisdictions.
Collaborates in the development of best management practices and regulations for consumer protection.
Delivers targeted, culturally-appropriate information to help individuals and groups understand W&M policies and regulations.
Utilizes appropriate methods for interacting with individuals from diverse cultural, socioeconomic, educational, and racial backgrounds.
Adheres to ethical principles and department policies in the collection, maintenance, use, and dissemination of data and information.
Educates the public on W&M issues and the importance of fair-trade practices.
Contributes to community health assessment and improvement planning activities as needed.
Conducts routine inspections of commercial weighing and measuring devices to ensure compliance with local and state codes, regulations, and policies.
Provides education and technical assistance to merchants and vendors regarding compliance with W&M regulations.
Assists in identifying and resolving issues related to accuracy and fair-trade practices in various settings.
Responds to public complaints regarding W&M issues and assists in initiating corrective actions as required.
Participates in response efforts emergencies, as required.
Contributes to quality improvement and performance management activities within the Health Department.
Assists in activities that contribute to budget development and efficient use of resources.
Demonstrates knowledge of applicable professional guidelines and federal and state laws and regulations.
Pursues ongoing professional growth and development through education and participation in professional committees and work groups.
Maintains regular punctual and predictable attendance.
Assists public health through contact tracing and data analytics, providing essential support during public health emergencies.
