Rapid Cycle Solutions LLC (RCS) is an innovative small business providing IT and management consulting services to the U.S. Federal Government and commercial clients. We have unique strengths in complex, cross-organizational solution analysis, design, development, implementation, and change management supporting enterprise requirements. Our team of professionals has deep consulting backgrounds supporting the unique needs of our clients. Our team members have proven experience leading strategic initiatives within the civilian Government agencies. RCS is seeking a Web Developer with a strong SharePoint background, including content management, PowerShell scripting, and data ingestions. The ideal candidate will bring demonstrated ability in website coding and development across languages such as PHP, JavaScript, C++, and other related programming languages. Experience with Joomla — specifically the conversion from Joomla 3 to Joomla 5 — is a key requirement, as is the ability to create, manage, and maintain Web-Based Training (WBT) solutions. Additionally, we are looking for a candidate with knowledge and hands-on experience using AI tools — both internal and external to the agency — including the ability to integrate those tools into existing workflows and clearly communicate their use to others. This position requires the candidate to meet specific Security Clearance obligations to work onsite in Chantilly, VA.

Requirements

Active TS/SCI clearance with Full Scope Polygraph
U.S. Citizenship required (NO EXCEPTIONS)
Experience in SharePoint.
Experience using PowerShell for data ingestions and running scripts in SharePoint.
Experience using Joomla site design and site administration; considerable skills and knowledge in Joomla 3 to 5 conversion.
Experience creating and maintaining WBTs.
Proficient in website coding and development (PHP, JavaScript, C++, and related languages).
Knowledge and hands-on experience using AI tools — both internal and external — including the ability to integrate AI into workflows and communicate their use to others.

Nice To Haves

Bachelor's Degree in Computer Science, Information Systems, Graphic Design, Multimedia Development, Online Learning, or a related field from an accredited institution.
UX/UI Ability Certification from an accredited institution.

Responsibilities

Responsible for developing new courses and learning solutions in a variety of delivery modalities: making major revisions to existing courses; establishing standards for the design, development, and evaluation of courses; providing guidance material; and coaching new instructors in course delivery and instructional techniques.
Work in a team-oriented environment and consult with Subject Matter Experts (SMEs) to handle a variety of activities related to curriculum design, development, and training delivery to include but not limited to: needs assessment, instructional-related research and analysis, course and lesson creation, design, development, delivery, assessing and soliciting feedback and programmatic evaluation.
Work closely with management, instructional design teams, and SME instructors to determine technical requirements for learning solutions. research, design, develop, document, and implement media products and artifacts in support of training courses.
Create training materials such as WBTs, online training courses, online training portals, websites, graphics and visuals for print and online consumption, and video projects.
Maintain WBTs, online training courses, online training portals, websites, graphics and visuals for print and online consumption, and video projects.
Provide support for WBTs, online training courses, online training portals, websites, graphics and visuals for print and online consumption, and video projects.
Support in-class learning technologies such as audience response system.
Support general photography needs.
