About The Position

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Human & Community Services & Intergovernmental Human Services Division. The Human and Community Services Division (HCSD) offers assistance to low-income or struggling families and members of the community necessary to help them meet basic needs and work their way out of poverty. The Weatherization Program Monitor is responsible for conducting compliance inspections, evaluating program effectiveness, and ensuring adherence to state and federal weatherization guidelines. This role involves significant fieldwork, travel, and interaction with agencies, contractors, and the public to assess the quality and impact of weatherization services. This position directly provides training and technical assistance to subrecipients and performs, or coordinates inspections and monitoring needed to verify quality work and program compliance. This position also assists management with implementation and evaluation of contracted services, policies, and procedures.

Requirements

• Experience in weatherization programs, energy efficiency, construction inspection, or related fields, with familiarity in state and federal weatherization regulations.
• General knowledge of residential energy conservation measures and work practices in low-income weatherization.
• Understanding of our ability to learn DOE WAP Quality Work Plan requirements, Standard Work Specifications, field guides, and QCI / EA roles and JTAs.
• Knowledge of community / service-based grant / contract management, and program monitoring.
• Ability to interpret regulations, policies, technical standards, and certification requirements and provide clear guidance to others.
• Excellent customer service skills, attention to details, and time management skills.
• Mathematical skills including adding, subtracting, dividing and multiplying and ability to learn and apply higher-level mathematical and analytical skills.
• Strong interpersonal skills and ability to communicate complex information in verbal and written form.
• Ability to be comfortable working in confined spaces, heights, near insects, dust, inclement weather, etc.
• Ability to identify issues, analyze root causes, and develop practical solutions and corrective actions.
• Ability to establish and maintain working relationships with employees, clients, subrecipients, and public and private entities.
• Ability to operate a personal computer and general office equipment as necessary to complete essential functions, including using spreadsheet, word processing, database, email, internet and other computer programs.
• Ability to obtain and maintain required HEP Quality Control Inspector certifications through the Building Performance Institute (BPI). This certification requires relevant work experience and passing written and field exams.
• Bachelor’s degree in public administration, business, social sciences, human services, or related field.
• Two years of job-related work experience in human service programs, grant / contract management, program monitoring, or related program management.
• Other combinations of education, experience, and training which provides the required knowledge, skills, and abilities may be considered on a case-by-case basis.

Nice To Haves

• Building Performance Institute (BPI) certification as a Quality Control Inspector (QCI) with weatherization inspection experience highly preferred at time of hire or completed within 9 months of being hired.
