About The Position

The Department of Commerce is seeking a Weatherization Program Manager (COM 3) to join the Energy Division's Weatherization Unit. This role is crucial in advancing the agency's mission to ensure low-income families have access to healthy, safe, and affordable housing through effective administration of low-income weatherization assistance programs. The position requires advanced-level technical expertise and program administration to ensure federal and state weatherization programs are designed and deployed efficiently. This involves optimizing internal operations and fostering external relationships with funders, service providers, utilities, and other stakeholders. Requirements

  • Seven (7) years of combined experience and/or education.
  • Three years of professional-level experience in community, trade, or economic development, focusing on program management, procurement, and grant-making processes.
  • One year of experience managing projects or working in the energy sector.
  • One year of experience navigating and complying with federal and state procurement.
  • Education in business, public administration, or a related field (qualifying education post High School/GED may be substituted year for year for experience).
  • Strong communication skills, with the ability to convey information clearly to individuals and groups through various modes.

Responsibilities

  • Manage grants, including program oversight, budget management, contract administration, policy development, and evaluation.
  • Allocate funding and adhere to policies by meeting with weatherization funders.
  • Create and manage contracts using pass-through allocation formulas and develop weatherization plans and budgets for local providers.
  • Maintain expertise on federal and state statutes, rules, policies, standards, methods, and protocols related to energy efficiency and weatherization.
  • Monitor grantee expenditures, compliance with deliverables, and reporting to ensure timely and within-budget project implementation.
  • Conduct competitive grant application and procurement processes, including solicitation, review, evaluation, scoring, and making award recommendations.
  • Oversee complex program implementation, evaluation, and policy adherence to ensure compliance with state and federal laws and regulations.
  • Plan, develop, and track program goals and objectives, seeking input from subject matter experts and stakeholders.
  • Identify and resolve program-related problems with effective solutions, seeking necessary information and input from peers and supervisors.
  • Organize, lead, and solicit input from program advisory groups, technical experts, and external stakeholders to advance program goals.
  • Strengthen relationships with clients, stakeholders, utilities, and co-workers.
  • Process subgrantee invoices to Commerce using the Contract Management System (CMS) monthly.
  • Serve as a technical specialist for assigned grant programs.
  • Develop and manage program and personal service contracts with clear performance expectations and equitable funding allocations.
  • Develop, update, and maintain grant-specific contracts, scopes of work, and budget documents.
  • Serve as a technical expert for the weatherization program, researching best practices, analyzing performance data, and implementing work plans for program improvement.
  • Collaborate with field monitors and section staff to ensure compliance and common understanding.
  • Analyze program performance and provide technical assistance and training to local agencies for compliance and improvement.
  • Develop performance expectations and measures for weatherization grants, aligning with agency goals.
  • Contribute to grant and data information management, collection, and reporting, including advancing online systems.
  • Negotiate and resolve complex programmatic issues, engaging with supervisors as needed.
  • Recommend policy and program changes to supervisors based on data and evidence.
  • Employ short- and long-range strategic planning for assigned programs.
  • Craft focused work plans with performance benchmarks to improve program quality.
  • Collaborate with federal and state agencies, peers, advocates, grantees, sub-grantees, and utilities to improve the Washington weatherization program.
  • Contribute to the unit and division’s strategic plan, strengthening partnerships and public trust.
  • Develop and present timely, accurate, and insightful information to grantees and advisory groups.
  • Participate in regional and national advisory and advocacy organizations.
  • Serve as program representative to Federal and state authorities, the public, and interested parties.
  • Participate in division and agency-wide project workgroups (e.g., outcome measures, contracting risk, strategic breakthrough initiatives, steering committees).
  • Provide regular updates to division staff and management on cross-agency initiatives.
