The Youth and Family Services Division , Multnomah County Department of County Human Services is looking to fill one (1) Full Time Weatherization Inspector position. This position is scheduled as hybrid telework 40 hours/week, Monday – Friday, 8:00 AM – 5:00 PM with 1 hour lunch. Th e on-site location for this position is located at 209 SW 4th Ave, Portland OR 97204. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The eligible list created from this recruitment may be used to fill future regular, limited duration, temporary, on-call, full or part-time assignments within the department. Who We Are: Part of the mission of the Youth and Family Services Division is to help people get the services they need to fight poverty and increase academic success. Some of the services we provide are energy efficiency and weatherization, energy assistance, homelessness and housing, and anti-poverty and prosperity. A variety of services and supports addressing a range of prevention, intervention, and treatment are made available to the more than 55, 000 households in the community that meet federal poverty guidelines.

Requirements

  • Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values
  • Equivalent to an Associate's degree in construction, energy analysis, weatherization, HVAC, construction or a related field AND
  • One (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position (Equivalency 3-6 years of qualifying training and/or experience).
  • Must possess any of the required certifications upon hire (see below certifications)
  • Possession of, or ability to obtain, a valid driver license by time of hire
  • Must pass a criminal background check
  • REM/Design or Modeling Software
  • Health & Safety Training
  • Lead Renovator
  • Quality Control Inspector
  • REA (Residential Energy Analyst) Program Certification or BPI (Building Performance Institute) Certification

  • Bi lingual Spanish (speak, read, and write).

Responsibilities

  • PROJECT MANAGEMENT – Review all projects before major measure work order is issued, discuss findings with weatherization Lead Inspector if necessary, and recommend necessary changes for line items on work orders before they are issued; verify cost effectiveness of work items requested; authorize work orders to reconcile invoices; and, sequence work to be performed for issuance of work orders.
  • Conduct and submit REM/Design calculations and enter data into the State program.
  • Perform in-progress inspections.
  • Provide technical input on specific bid items and input regarding programmatic issues.
  • Interpret policy, practice, and procedures for staff, contractors, and clients; serve as liaison between the contractors and the County.
  • Perform all physical aspects of this position needed and as required to perform inspections which includes but not limited to crawling, lifting, kneeling and squatting.
  • PERFORM SINGLE AND MULTI-FAMILY PROJECT AUDITS AND INSPECTIONS – Perform single and multi-family audits (SF/MF), major measure inspections and specialty measures as deemed necessary, 3-6 per week.
  • This includes but is not limited to pressure diagnostics, duct blaster and blower door testing, and combustion safety, client energy education; provide technical assistance and program advice to contractors, and energy program staff.
  • Process all major measure and specialty change orders for work performed.
  • Develop new testing protocols and procedures for energy effectiveness and program accountability.
  • Trouble-shooting with staff on new codes, regulations, and/or equipment.
  • Conduct peer monitoring of other CAP agencies in the State of Oregon for the state of Oregon.
  • Attend annual conferences for certifications and continual training on best practices for the job .
  • Assist with technical development for contract/bid/procurement for weatherization measures
