About The Position

This is a temporary position working 20-40 hours per week for a duration of 6 months. The Watershed Stewardship Manager is responsible for managing the implementation of the County’s Municipal Separate Storm Sewer System (MS4) Program. This includes initiating and executing Capital Improvement Program projects to address Total Maximum Daily Load (TMDL) pollution reduction requirements, ensuring compliance with federal and Virginia stormwater regulations. Responsibilities involve developing strategies and plans for compliance, devising and implementing new projects and initiatives, improving and overseeing processes, collecting and maintaining data, preparing reports, managing budgets, and applying for and managing grants.

Requirements

  • Thorough knowledge of the principles and practices of water resource management and protection, land use planning, erosion and sediment control, and stormwater management.
  • Knowledge of MS4 programs and requirements.
  • Ability to interpret and analyze technical and statistical information.
  • Knowledge of project management principles, methods, and procedures.
  • Ability to prepare and present complex and technical written or oral reports; strong organizational skills.
  • Ability to establish and maintain strong professional relationships with other agencies, elected officials, outside environmental support groups, and County staff.
  • Any combination of education and experience equivalent to graduation from an accredited four-year college or university with a major in water resource management, natural sciences, environmental science or policy, planning, OR civil engineering with a minimum of five years of experience in water or natural resources management or a master’s degree in one of the fields listed above with a minimum of three years of experience.
  • Employees must possess a valid driver’s license and meet the qualifications of the County’s driver eligibility program.

Responsibilities

  • Manages the MS4 Program, including program development, implementation, and assessment; coordinating staff; collecting and tracking data; preparing plans and reports; and maintaining compliance with Virginia law and DEQ permit requirements.
  • Develops and implements initiatives and capital projects to address impaired waters in accordance with DEQ Total Maximum Daily Load (TMDL) requirements and County goals.
  • Performs project management responsibilities for capital projects, ensuring project objectives are met by identifying, planning, and overseeing design and construction phases.
  • Responsible for project schedule, budget, and quality throughout all project phases.
  • Manages other departmental teams within the organization to fulfill program responsibilities and achieve program objectives.
  • Manages contractual work by partner agencies, consultants, and contractors by procuring services, establishing scope, and ensuring deliverable quality.
  • Coordinates with staff and partners to develop and implement initiatives supporting the Board of Supervisors’ Strategic Plan, Comprehensive Plan, Climate Action Plan, and other organizational guidance documents related to natural and water resource protection and enforcing the Water Protection Ordinance.
  • Conducts and manages field work related to the MS4 Program, including stormwater facility maintenance, outfall screening, illicit discharge detection and elimination, and assessment of conditions and opportunities for capital improvements.
  • Cultivates partnerships with community organizations and the public to advance the County’s water resource management and protection goals.
  • Develops educational information and programs for the public and targeted audiences to disseminate County regulations and promote environmental awareness and personal responsibility.
  • Responds to public concerns and inquiries.
