About The Position

This position leads the planning, coordination and execution of operations and maintenance at BWO. The Waterfront Operations Manager (WOM) interfaces directly with the government representatives to ensure proper execution of planned test events and daily support activities. The WOM works with the team to provide test plan development, equipment logistics, project requirements, engineering design review and other services that customers may require. The WOM ensures the team is fully qualified, uses proper procedures to operate BWO equipment, and oversees safety at the facility.

Requirements

  • High School Diploma or higher
  • Professional certification such as U.S. Navy’s Engineering A-School, International Society of Certified Electronics Technicians, or Marine Electrical Certification from American Boat and Yacht Council (ABYC), or certification equivalent in coursework and rigor.
  • Over five years of experience running maritime operations in a waterfront environment with a budget in excess of $1.5M; managing multi-disciplinary personnel; and operating ocean-going platforms, such as barges and small craft, under all weather conditions in inland water and ocean environments.
  • Over three years of experience with operational planning and cost control; coordinating configuration management; operating in accordance with OSHA and environmental standards and regulations; and working on an on-water platform.
  • An active DoD Top Secret security clearance.

Nice To Haves

  • Over three years of experience with interfacing sensors such as load cells, power monitors, and pressure gauges to data acquisition systems.
  • Over three years of operational experience with machine shop tools such as mills, lathes, and plasma cutters.
  • Over three years of experience with ROV piloting and operations.

Responsibilities

  • Leads multidisciplinary crew and manages resources to accomplish design, fabrication, assembly, and installation of specialized hardware/fixtures used in RDT&E.
  • Manages the execution of a budget in excess of $1.5 million annually.
  • Leads small craft and barge operations. Ability to operate small boats (driving, mooring, trailering).
  • Coordinates with vendors to meet required schedule (includes divers, tugs, cranes and fabrication)
  • Provides management and oversight of the facility’s Weight Handling Equipment (WHE) IAW NAVFAC P307, including all cranes and rigging gear.
  • Provides management and oversight of Material Handling Equipment (forklifts, and arial work platforms. Oversight for WHE maintenance and testing IAW NAVFAC P-307, ensuring all periodicities are met.
  • Leads crane lifts and movement and installation of test fixtures. Coordinates placement/recovery of material in water.
  • Manages training, qualification and licensing requirements for the facilities crane, forklift and boat operators. Coordinates other required qualifications or certifications.
  • Coordinate’s facility and afloat craft maintenance and configurations.
