About The Position

This is the third of three levels in the Water/Wastewater Treatment Plant Laboratory series. Incumbents perform all laboratory analyses in accordance with the State of Tennessee Department of Health, State of Tennessee Department of Environment and Conservation, Standard Methods, and the Environmental Protection Agency. Perform quality control/assurance on all laboratory analyses and record keeping. The WTP/WWTP Laboratory Manager is personally responsible for knowing and properly following all EPA and State of Tennessee rules and regulations pertaining to water/ wastewater pretreatment, treatment, and distribution/collections systems. In addition, the WTP/WWTP Laboratory Manager is personally responsible for all work performed by subordinates and directs the subordinates to perform daily, monthly, and annual duties.

Requirements

  • Bachelor’s degree in chemistry, biology, physical or environmental science or other closely related major.
  • Three (3) years of experience in a laboratory environment.
  • An equivalent combination of education and experience sufficient to perform the job's essential duties.
  • Possession of a valid Class D driver’s license.
  • Grade IV Water/Wastewater Treatment Plant Operator Certification (respective to assigned area).
  • Grade II Distribution (respective to assigned area).
  • Knowledge of: Chemical and biological testing principles.
  • Basic and advanced analysis methods.
  • Laboratory principles and practices in assigned area of responsibility.
  • Safe work methods and procedures.
  • Mathematical principles.
  • Applicable analytical online and benchtop laboratory equipment.

Responsibilities

  • Supervises/conducts and/or assigns calibrations of all laboratory and operational analytical equipment to ensure Quality Assurance/Quality Control (QA/QC) program standards are met.
  • Conducts and/or assigns sampling and analyses of plant process streams, water distribution system or wastewater collection system (respective to assigned area) to meet requirements of regulatory agency delegated sampling plans.
  • Updates/adjusts the laboratory QA/QC program to meet requirements of current and upcoming regulations.
  • Supervises and trains laboratory staff on technical procedures and policies as part of the laboratory QA/QC program.
  • Develop and maintain laboratory standard operating procedures.
  • Supervises, monitors and maintains applicable equipment, supplies, information technology items, and/or inventory.
  • Orders equipment and supplies.
  • Stocks materials, supplies, and products.
  • Cleans and organizes laboratory facilities and equipment.
  • Reviews and analyzes compiled analyses data related to laboratory operation and maintenance.
  • Reviews and submits a variety of reports to operational staff on a daily, weekly, monthly, and annual basis.
  • Reviews, prepares, and submits water quality reports required by state and federal regulations.
  • Develops and implements water quality monitoring plans, standard operating procedures, and other plans as required.
  • Maintains the standards for laboratory certification required by the Tennessee Department of Environment and Conservation and Environmental Protection Agency.
  • Researches and analyzes internal data, best practices, innovations, and technologies to optimize operations, product quality and cost effectiveness.
  • Makes recommendations to supervisor(s) for implementation of new technologies to improve/optimize operations and product quality based on data analysis and cost effectiveness.
  • Works safely observing all OSHA, federal, state, and city regulations.
  • Reports any accidents immediately to supervisor(s).
  • May be required to respond to emergencies maintaining an active phone number.
  • Performs other work as required.
