About The Position

Works under the supervision of the Public Works Director. Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, and all members of the general public. Operates a motor vehicle to assist in carrying out the business of the department and the City. Communicates with the department director to ensure information of the division's progress and activities and any significant contacts with the public and media. Communicates with the Mayor, City Council, and City Manager, through the Public Works Director. Responsible for the efficient delivery of services by the City of Farmington. May be assigned the duties of managing the City's water rights in order to meet current and future demand of the City. Directs the activities of subordinate supervisors and division employees to ensure the most efficient and equitable delivery of design services. Manages the division's operations in compliance with the City Personnel Rules, annual pay resolution, and related administrative regulations and policies. Responsible for all division recruitment, hiring, performance evaluations, re commendations, and disciplinary actions under the provisions of the City's personnel ordinance. Provides financial oversight of the Water Fund, and Wastewater Fund. Responsible for the collection and analysis of statistical data related to the operation of the water treatment and distribution system, wastewater treatment and collection system. Responsible for the periodic review of the water and wastewater systems' rate structure to maintain financial stability of those systems. Works with the Customer Service Division to ensure proper billing and addresses customer's inquiries and concerns in a manner which ensures expedient resolution and customer satisfaction. Prepares and defends the proposed annual budget for Water Fund and Wastewater Fund before the Public Utility Commission and City Council. Manages the division's budget to ensure that the division complies with City's annual financial plan and budget and that expenditures are made in accordance with all applicable state laws and City purchasing policies. Formulates and recommends projects for five-year Capital Improvement Plan and 30 Year Capital Plan from the Water Fund and Wastewater Fund. Proficient in developing project budgets, forecasting cash flow and tracking grant expenditures. Integrate grant-funded projects into the 5-Year CIP, tracking timelines and ensuring alignment with strategic objectives. Ensures the relationship is maintained between the Water and Wastewater CIP and other departments and divisions throughout the Community Works Department and the City to provide full coordination of all interrelated activities. Ability to interpret engineering reports, mater plans, and facility plans to articulate project needs to contractors. Ensures overall compliance of the City of Farmington with all local, state and federal laws, regulations, and requirements pertaining to the feasibility, implementations and operation of the water and wastewater Capital improvements. Direct long-range infrastructure planning, identifying facility upgrades, rehabilitations and replacement project to ensure system reliability and capacity. Conducts research, prepares reports, and makes recommendations on issues and matters related to water, wastewater. Identify, research and pursue federal, state and reginal funding opportunities (e.g., SRF, CDBG-I, EPA, USDA) for water and wastewater infrastructure capital projects. Prepare, analyze and submit comprehensive grant applications, including technical narratives, project scopes, cost-benefit analyses and budgetary justification. Attends Farmington Public Utility Commission and City Council meetings to represent the Department on all matters pertaining to the water and wastewater CIP. Ability to write clear, persuasive technical proposals and prepare presentations for council and stakeholders. Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdivisional and interdepartmental operations and activities. Performs other directly related duties consistent with the role and function of this position. Attendance at work is an essential function of this position. Requirements

  • This position is subject to the City of Farmington's Drug and Alcohol Testing Policy which includes: pre-employment testing, post-accident testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
  • Extensive background checks required.
  • Bachelor's degree in engineering, or closely related field.
  • A P.E. is required within two years of hire or in lieu of P.E. license an Operator level 4 in both water and wastewater may be substituted as equal.
  • Valid driver's license with acceptable driving record for the past three years.
  • Extensive knowledge of water and wastewater utility operations and the principles and practices of water and wastewater utility management, including strategic planning, budgeting and personnel administration.
  • Comprehensive knowledge of current applicable Federal, State and local laws, rules and regulations for Safe Drinking Water; water production; water distribution and wastewater collection system operation, maintenance, and construction; Clean Water Act; wastewater treatment and biosolids management.
  • Comprehensive knowledge of engineering principles and practices, including hydraulic, water treatment, pumping and storage systems and water treatment.
  • Ability to plan and organize engineering and construction project and read and interpret engineering designs, blueprints, specifications and contracts.
  • Comprehensive knowledge of budgetary principles within a municipality.
  • Thorough knowledge of municipal capital budgeting processes and governmental fund accounting.
  • Ability to train, assign, motivate, supervise and evaluate the work of others.
  • Working knowledge of personal computers and applicable word processing and spreadsheet software.
  • Ability to effectively communicate orally and in writing with customers, clients, contractors, supervisors, employees and general public on matters related to the water and wastewater utilities and solid waste.
  • Ability to follow verbal and or written instructions.
  • Ability to work under stress and handle stressful situations.
  • Ability to meet deadlines.
  • Skill in the operation of tools and equipment listed.

Nice To Haves

  • A Master's degree in public administration, management, planning or related field may be substituted for two years of the experience requirement.
  • Ten (10) years' experience in management is desired.
  • Working knowledge of surface water treatment and wastewater treatment systems is highly desirable.
  • Working knowledge of Wastewater Treatment plant composting and biowaste solids operations and management.
