About The Position

This position is responsible for the efficient delivery of services by the City of Farmington, potentially managing the City's water rights to meet current and future demand. The role directs subordinate supervisors and division employees to ensure efficient delivery of design services and manages division operations in compliance with City Personnel Rules and administrative regulations. It also assists in recruitment, hiring, performance evaluations, and disciplinary actions. The position involves financial oversight of the Water and Wastewater Funds, including collecting and analyzing statistical data, reviewing rate structures for financial stability, and working with Customer Service to ensure proper billing and customer satisfaction. The Administrator prepares and defends the annual budget for the Water and Wastewater Funds before the Public Utility Commission and City Council, manages the division's budget, and formulates recommendations for the five-year Capital Improvement Plan. Additionally, it supports relationships with other departments for coordination, ensures compliance with all local, state, and federal laws for water and wastewater capital improvements, conducts research, prepares reports, and represents the department at Public Utility Commission meetings.

Requirements

  • Bachelor's degree in engineering, or closely related field.
  • A P.E. is required within Two years of hire or in lieu of P.E. licensure an operator level 4 in both water and wastewater may be substituted as equal.
  • Valid driver's license with acceptable driving record for the past three years.
  • Extensive knowledge of water and wastewater utility operations and the principles and practices of water and wastewater utility management, including strategic planning, budgeting and personnel administration.
  • Comprehensive knowledge of current applicable Federal, State and local laws, rules and regulations for Safe Drinking Water; water production; water distribution and wastewater collection system operation, maintenance, and construction; Clean Water Act; wastewater treatment and biosolids management.
  • Comprehensive knowledge of budgetary principles within a municipality.
  • Comprehensive knowledge of engineering principles and practices, including hydraulic, water treatment, pumping, and storage systems and wastewater treatment.
  • Ability to plan and organize engineering and construction projects and read and interpret engineering designs, blueprints, specifications and contracts.
  • Ability to train, assign, motivate, supervise and evaluate the work of others.
  • Working knowledge of personal computers and applicable word processing and spreadsheet software.
  • Ability to effectively communicate orally and in writing with customers, clients, contractors, supervisors, employees and general public on matters related to the water and wastewater utilities and solid waste.
  • Ability to follow verbal and or written instructions.
  • Ability to work under stress and handle stressful situations.
  • Ability to meet deadlines.
  • Skill in the operation of tools and equipment listed.

Nice To Haves

  • A Master's degree in public administration, management, planning or related field may be substituted for two years of the experience requirement.
  • Five (5) years' experience in management is desired.
  • Working knowledge of surface water treatment and irrigation systems highly desirable.
  • Working knowledge of Wastewater Treatment plant composting and biowaste solids operations and management.

Responsibilities

  • Works under the supervision of the Public Works Director.
  • Establishes and maintains effective working relationships with employees, officials, and the public using excellent customer service skills.
  • Operates a motor vehicle to assist in carrying out departmental and City business.
  • Communicates with the department director regarding the division's progress, activities, and significant public/media contacts.
  • Communicates with the Mayor, City Council, and City Manager through the Public Works Director.
  • Responsible for the efficient delivery of services by the City of Farmington.
  • May be assigned the duties of managing the City's water rights to meet current and future demand.
  • Directs the activities of subordinate supervisors and division employees to ensure efficient and equitable delivery of design services.
  • Manages the division's operations in compliance with City Personnel Rules, annual pay resolution, and related administrative regulations and policies.
  • Assists in division recruitment, hiring, performance evaluations, commendations, and disciplinary actions.
  • Assists in financial oversight of the Water Fund and Wastewater Fund.
  • Responsible for the collection and analysis of statistical data related to water treatment/distribution and wastewater treatment/collection systems.
  • Responsible for the periodic review of water and wastewater systems' rate structure to maintain financial stability.
  • Works with the Customer Service Division to ensure proper billing and addresses customer inquiries and concerns.
  • Prepares and defends the proposed annual budget for Water Fund and Wastewater Fund before the Public Utility Commission and City Council.
  • Manages the division's budget to ensure compliance with the City's annual financial plan and budget.
  • Ensures expenditures are made in accordance with applicable state laws and City purchasing policies.
  • Formulates and recommends projects for the five-year Capital Improvement Plan from the Water Fund and Wastewater Fund.
  • Supports a maintained relationship between the Water and Wastewater CIP and other departments/divisions to provide full coordination.
  • Ensures overall compliance of the City of Farmington with all local, state, and federal laws, regulations, and requirements pertaining to water and wastewater Capital improvements.
  • Conducts research, prepares reports, and makes recommendations on water and wastewater issues.
  • Attends Farmington Public Utility Commission meetings to represent the department on water and wastewater CIP matters.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdivisional and interdepartmental operations and activities.
  • Performs other directly related duties consistent with the role and function of this position.
  • Attendance at work is an essential function of this position.
  • May serve on various employee committees, as required and assigned.
