About The Position

Performs a variety of field supervisory and "unrestricted" journey level skilled duties related to the construction, installation, maintenance, and repair of city water distribution systems, including lines and connections, wells, springs, hydrants, pump stations, etc. Works under general supervision of the Water Superintendent and provides supervision to Water System Operator(s) IV, III, II, and I.

Requirements

  • Graduation from high school.
  • Two (2) years of specialized training.
  • Completion of level "IV" Water Distribution Operator Certification.
  • Eight (8) years' experience in construction, maintenance, or repair of water distribution systems.
  • Considerable knowledge of operating basic manual and power tools.
  • Considerable knowledge of standard practices, methods, materials, and tools necessary for pipeline construction and repair activities.
  • Considerable knowledge of pipe fitting procedures, pipe classifications, and types.
  • Considerable knowledge of occupational hazards and safety precautions of trench work construction and pipeline maintenance work.
  • Considerable knowledge of hazards common to heavy equipment operation.
  • Considerable knowledge of drain system construction methods.
  • Considerable knowledge of water supply and distribution systems.
  • Considerable knowledge of construction requirements for water distribution and pumping systems.
  • Considerable knowledge of hazards associated with water treatment chemicals.
  • Considerable knowledge of sewer line chemical cleaning procedures and associated hazards.
  • Considerable knowledge of state or federal regulations governing installation and maintenance of water systems.
  • Considerable knowledge of water quality laws.
  • Considerable interpersonal communication skills.
  • Working knowledge of principles of supervision and worker motivation.
  • Ability to operate heavy equipment of various kinds under varying conditions.
  • Ability to make minor repairs on assigned vehicles.
  • Ability to perform heavy physical labor.
  • Ability to develop and maintain effective working relationships with co-workers, elected officials, local agencies, and the general public.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to work from blueprints.
  • Ability to tolerate weather extremes in the work environment.
  • Ability to perform basic mathematical computations in reading and using various meters, gauges, and related devices.
  • Must possess a valid commercial driver's license.
  • Must be able to lift 50-75 pounds.
  • Must be willing to work on-call duty and 24-hour standby.

Responsibilities

  • Performs as project foreman, receiving daily work assignments, lining up projects and crews, delegating work, overseeing quality, and ensuring timely completion.
  • Makes recommendations affecting employment status, including retention, advancement, discipline, and discharge.
  • Determines needed materials and equipment for projects.
  • Coordinates efforts with other department divisions.
  • Makes field decisions to remedy problems and emergencies.
  • Directs cleaning of reservoirs and manages interactions with the public.
  • Conducts field training to enhance crew efficiency and effectiveness.
  • Supervises department personnel, implements department policy and rules, and informs personnel of new procedures and policy changes.
  • Assists in the development of the department budget and purchases supplies, chemicals, and materials.
  • Monitors expenditures of the division.
  • Inspects City waterworks including mains, storage reservoirs, and water meters.
  • Runs flow, pressure, and related tests of the system.
  • Works closely with the Superintendent on all new extension of lines.
  • Responds to emergency calls twenty-four hours a day, determining necessary personnel and materials.
  • Assists in maintaining daily records of all work performed.
  • Operates various types of heavy equipment such as six or ten-wheel transport trucks, backhoes, rollers, and trenching equipment.
  • Performs installation or repair of water service connections, water lines, valves, and meters.
  • Repairs or replaces fire hydrants and water meters.
  • Repairs water mains and cleans/maintains storage tanks and reservoirs.
  • Connects and disconnects services, searches out shut-off valves, and identifies water line leaks.
  • Assists in the placement of pipe and water regulators.
  • Removes, disassembles, cleans, or replaces defective parts of regulators and adjusts pilot valves.
  • Installs new water lines using backhoe, pipe threader, tapping machine, welder, pipe cutting saw, and pipe and cable locator.
  • Tears out and repairs curb, gutter, and street in locating and uncovering broken lines.
  • Builds meter boxes and extensions to raise or lower existing boxes.
  • Operates a variety of hand tools and small power equipment such as jackhammers, rollers, compressors, packing machines, tampers, and tapping machines.
  • Cleans tools and equipment to ensure proper working order.
  • Maintains pump houses and repairs water/booster pumps.
  • Removes, disassembles, cleans, replaces defective parts, greases bearings, adjusts packing, and reinstalls pumps.
  • Reads residential and commercial water meters for billing purposes.
  • Performs field and shop repairs on water meters, including removal, disassembly, cleaning, replacement of parts, reassembly, and testing.
  • Sets blue stake markers.
  • Coordinates "blue stake" projects to assist contractors and property owners.
  • Participates in work zone safety procedures, flags oncoming vehicles, and sets up warning signs and signalization equipment.
  • Monitors division supplies and conducts inventory of parts and equipment.
  • Reports inventory results to supervisor.
  • Performs other duties as required.
